Hanoi has activated an emergency response level, requiring localities to focus on protecting dikes and evacuating people in areas at risk of landslides and deep flooding, especially in the Cau and Ca Lo river basins where water levels are exceeding the alarm level.

Chairman of the Hanoi People's Committee Tran Sy Thanh has issued an official dispatch requesting Directors, Heads of city departments, branches, and sectors, and Chairmen of People's Committees of wards and communes to focus on preventing and combating floods, flash floods, and landslides in the city.
Specifically, the Chairman of the Hanoi People's Committee requested the Directors, Heads of the city's departments, branches, and sectors, and Chairmen of the People's Committees of wards and communes to immediately deploy urgent measures to prevent and combat floods according to the warning level; focusing on reviewing deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents, especially the elderly, children, and vulnerable groups, from dangerous areas, ensuring the safety of people's lives first and foremost.
In particular, be ready to deploy dike protection plans, especially paying attention to Cau River and Ca Lo River where floods often rise quickly, where major floods are occurring and incidents have occurred in recent years, to protect key weak points of the dike, locations where incidents have occurred but have not been handled or repaired, and dike sections close to the river, which are often eroded, leaking, and dike sections at risk of being unsafe.
At the same time, mobilize as much force, means and materials as possible to promptly handle incidents from the first hour when they arise according to the "4 on-site" motto, not letting incidents develop further; use all measures to approach deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger, absolutely not letting people go hungry or thirsty.
The Director of the Department of Agriculture and Environment organizes monitoring and coordinates with relevant units to promptly provide information on flood and rain situations to functional agencies, localities and people to proactively direct and deploy response according to regulations; directs flood, flash flood and landslide prevention and control according to functions, tasks and authority; directs the implementation of dike protection, ensuring dike safety, inter-reservoir operation, ensuring safety of irrigation dams...
The Commander of the Capital Command and the Director of the City Police Department directed the military and police forces stationed in the area to prepare necessary forces, vehicles, supplies, equipment, food, and provisions, coordinate with functional agencies and local forces to deploy support for people in flood prevention and control, search and rescue, and overcome the consequences of natural disasters as quickly as possible according to local requests.
Currently, the water level of rivers in Hanoi is quite high. Specifically, Cau River at Luong Phuc reached more than 8m, exceeding alarm level III.
The Hanoi City Civil Defense Command has issued a third alert in Trung Gia and Da Phuc communes, requiring the entire area to activate emergency response.
The water level of Ca Lo River in Manh Tan area reached 7.02m, exceeding the alarm level I and officially entering the alarm level II. The communes directly affected, including Soc Son, Da Phuc, Thu Lam, Phuc Thinh, Quang Minh, Tien Thang, and Noi Bai, were asked to activate all emergency response plans to ensure the safety of people and property.
