Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dien Bien province, presented the Decision to civil servants and public employees assigned to work in communes and wards.

In Decision No. 2446/QD-UBND dated October 17, 2025, the People's Committee of Dien Bien province decided to approve 97 civil servants and public employees at specialized agencies and public service units of the province to work in communes and wards; the secondment period is 6 months, starting from October 20, 2025.

Speaking and assigning tasks to the seconded civil servants and public employees, comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dien Bien province, emphasized: The secondment of civil servants and public employees to work in communes and wards is a correct and strategic policy of the province, demonstrating a vision of innovation in personnel work. This is not only a solution to enhance the capacity of the grassroots, but also an opportunity for the team of civil servants and public employees to be trained, mature from practice, and be more closely connected with the people and grassroots life.

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dien Bien province assigned tasks and encouraged civil servants and public employees to carry out secondment tasks to communes and wards.

Chairman Le Thanh Do requested that the seconded civil servants and public employees uphold their sense of responsibility, proactively approach their work quickly, promote their capacity and professional experience to work with the local authorities to overcome difficulties and effectively carry out the tasks of local socio-economic development. At the same time, each official needs to clearly identify this as an important political task, an opportunity to contribute, learn and contribute to strengthening the people's trust in the administrative apparatus.

On behalf of the seconded civil servants and public employees, comrade Nguyen Quang Dung, civil servant of Dien Bien Department of Construction, thanked the provincial leaders for their attention and affirmed that he will make every effort to seriously carry out the assigned tasks; promote the spirit of solidarity, creativity, "close to the people, serve the people, contribute to building a strong grassroots government that operates effectively and efficiently".

Comrade Vu A Bang, Vice Chairman of Dien Bien Provincial People's Committee, presented the decision on secondment to civil servants and public employees.

Comrade Nguyen Tien Dat, Director of Dien Bien Department of Home Affairs, said: After nearly 4 months of implementing the 2-level local government model, the government apparatus in the province has operated stably and smoothly, gradually demonstrating the superiority and efficiency of the new model. However, reality shows that in many communes there is still a shortage of human resources with deep expertise, especially in areas such as: Information technology, land, construction, traffic, urban management...

On that basis, the Department of Home Affairs has advised the Provincial People's Committee to carefully, impartially and objectively select cadres with good moral qualities, strong political will, and appropriate professional qualifications to be seconded to the grassroots.

During this period, Dien Bien province dispatched 52 civil servants and public employees to work in 45 communes and wards in the area; at the same time, assigned tasks to 45 heads of commune-level health stations (under the Department of Health) to directly advise the commune level on the field of State management in health.
