Latest developments in the research and formation of Ninh Binh International Airport

Ninh Binh International Airport is being researched and built in Liem Tuyen ward, covering an area of ​​720 hectares, meeting level 4E standards according to the classification of the International Civil Aviation Organization (ICAO), with 2 runways.

The People's Committee of Ninh Binh province has just sent an official dispatch to the Ministry of Construction , the Civil Aviation Authority of Vietnam, and the Vietnam Air Traffic Management Corporation regarding the establishment of a Project to study the possibility of establishing Ninh Binh International Airport.

According to Mr. Nguyen Cao Son, Vice Chairman of Ninh Binh Provincial People's Committee, implementing the direction of the Party, Government and Ministry of Construction leaders, recently, the province has assigned the Ninh Binh Department of Construction to conduct a survey and establish a project to study the possibility of establishing Ninh Binh International Airport.

This project aims to assess the necessity, capability, conditions for the formation, propose the location, scale and capacity of Ninh Binh International Airport, ensuring that it is consistent with the orientation and long-term development needs; as a basis for reporting to the Ministry of Construction for consideration and reporting to the Prime Minister to decide to add Ninh Binh International Airport to the Master Plan for the development of the national aviation and airport system for the period 2021-2030, with a vision to 2050.

“To ensure the effectiveness and feasibility of the Project, especially the content on airspace and flight methods of Ninh Binh International Airport, we request the Ministry of Construction, the Civil Aviation Authority of Vietnam and the Vietnam Air Traffic Management Corporation to continue to pay attention, create conditions, coordinate and support the People's Committee of Ninh Binh province and the Department of Construction of Ninh Binh province in assessing technical issues related to airspace and flight methods of Ninh Binh International Airport,” the official dispatch of the People's Committee of Ninh Binh province stated.

Ninh Binh Provincial People's Committee proposed a plan to build Ninh Binh International Airport in Liem Tuyen ward due to its relatively convenient distance to important traffic hubs.

If approved, Ninh Binh International Airport is about 80 km from Noi Bai International Airport; Cat Bi Airport (Hai Phong) about 85 km; Gia Binh Airport (under research) about 63 km; Tho Xuan Airport (Thanh Hoa) about 85 km.

In addition, Ninh Binh International Airport will be about 5 km from stations on the North-South high-speed railway line, including Phu Ly station, about 43 km from Ninh Binh station, about 17 km from Nam Dinh station; about 8 km from the center of the old Phu Ly city; about 30 km from the old Hoa Lu; and about 22 km from the old Nam Dinh.

The planned scale of Ninh Binh International Airport is about 720 hectares, planned to meet level 4E standards according to the classification of the International Civil Aviation Organization (ICAO), with 2 parallel dependent runways (capable of operating B787, B777, A350...).

The airport will have an initial design capacity of about 10 million passengers/year; there will be land reserves for expansion to meet development needs in the next phases.

It is estimated that the volume of land clearance for the construction of Ninh Binh International Airport is about 1,080 households, 15 cemeteries, 2 religious establishments (pagodas) and 4 schools.

At the end of July 2025, the People's Committee of Ninh Binh province requested the Ministry of Construction to pay attention, support and create favorable conditions for the locality in the process of building, appraising and submitting to the Prime Minister the Project "Research on the possibility of forming Ninh Binh International Airport", in order to consider adding Ninh Binh International Airport to the Master Plan for the development of the national airport system for the period 2021-2030, with a vision to 2050.

After being approved by the Prime Minister to be added to the National Master Plan, Ninh Binh province will review and adjust the Provincial Planning for the period 2021-2030, with a vision to 2050, to update the location and scale of Ninh Binh International Airport to ensure compliance with legal regulations.

At the same time, the locality will research and propose solutions, mechanisms and policies; implement investment procedures and promote and mobilize social resources to invest in the construction of Ninh Binh International Airport, contributing to promoting socio-economic development as well as perfecting the regional and national transport infrastructure network.

According to the People's Committee of Ninh Binh province, the establishment of an international airport will not only act as an important trade gateway, meeting the growing travel demand between countries and regions, but also be a driving force to attract investment, improve the competitiveness and production capacity of the economy.

Ninh Binh International Airport will contribute to promoting regional and inter-regional connectivity, effectively exploiting the potential of heritage, cultural and spiritual tourism, creating more job and livelihood opportunities for people.

At the same time, the construction of the above-mentioned airport also plays an important role in the process of economic restructuring, accelerating the urbanization process, improving the quality of life and contributing to the socio-economic development of Ninh Binh province in a fast and sustainable direction. Thereby, creating a spillover effect to neighboring areas, consolidating and enhancing the role and position of the province as an important economic center of the Red River Delta.

On that basis, Ninh Binh province identifies the development of international airports as one of the key transport infrastructures, playing a key role in promoting local socio-economic development.
