Article 53, Clause 1 of the 2008 Road Traffic Law stipulates that automobiles of the correct type allowed to participate in traffic must ensure the following regulations on quality, technical safety and environmental protection:
" a) Have an effective braking system;
b) Have an effective navigation system;
c) The steering wheel of a car is on the left side of the vehicle; in the case of a foreigner's car registered abroad with the steering wheel on the right side participating in traffic in Vietnam, it must comply with Government regulations;
d) Have enough near and far lights, license plate lights, brake lights, and signal lights;
d) Have tires of the correct size and technical standards for each type of vehicle;
e) Have enough rearview mirrors and other equipment and devices to ensure visibility for the driver;
g) Windshield and door glass are safety glass;
h) Has a horn with the correct volume according to technical standards;
i) Have adequate mufflers, smoke reducers and other equipment and devices to ensure emissions and noise meet environmental standards;
k) The structures must be durable enough and ensure stable operation.
Therefore, one of the conditions for cars to participate in traffic is to have signal lights.
Cars must have signal lights to be eligible to participate in traffic.
Article 16 of Decree 100/2019/ND-CP stipulates penalties for drivers of automobiles (including trailers or semi-trailers towed) and similar vehicles violating regulations on vehicle conditions when participating in traffic:
" 2. A fine of between VND 300,000 and VND 400,000 shall be imposed for one of the following violations:
a) Driving a vehicle without adequate headlights, license plate lights, brake lights, signal lights, windshield wipers, rearview mirrors, seat belts, emergency exit tools, fire fighting equipment, air pressure gauge, vehicle speedometer, or having such equipment but it is not functional or does not meet design standards (for vehicle types required to have such equipment), except for violations specified in Point m, Clause 3, Article 23, Point q, Clause 4, Article 28 of this Decree ;”
Point a, Clause 7, Article 16 of Decree 100/2019/ND-CP also stipulates:
“ 7. In addition to being subject to penalties, the driver who commits the violation shall also be subject to the following remedial measures:
a) Committing the acts specified in Clause 1; Clause 2; Points b, c, d, and dd, Clause 3; Points d and dd, Clause 4 of this Article shall result in the installation of complete equipment or replacement of equipment that meets technical safety standards or the restoration of technical features of the equipment as prescribed;"
According to current regulations, drivers of cars without signal lights will be fined by traffic police. Therefore, for this behavior, you will be fined from 300,000 VND to 400,000 VND. In addition, you are also required to install signal lights that meet technical safety standards.
