
Recently, short films have appeared more and more on online platforms. Many products follow the trend, exploiting sensational, offensive, and culturally deviant elements. Notably, the "CEO" and "mistress" films with images of lavish life, glorifying wealth, power, and materialistic love are attracting a large audience, especially young people. Many parents and cultural experts have expressed concern that these products can stimulate the formation of a pragmatic lifestyle, creating illusions of success and happiness. If left unchecked, fictional models can easily lead to deviations in the perception, aesthetics, and social behavior of young people and teenagers.
At the regular press conference of the third quarter of 2025 of the Ministry of Culture, Sports and Tourism , the leader of the Department of Radio, Television and Electronic Information said that the handling of short films shown online is carried out according to Decree No. 147/2024/ND-CP of the Government on management, provision and use of internet services and information on the network. However, the law does not have a clear definition of the genre of short films shown online. In current documents such as Decree No. 147/2024/ND-CP or the 2018 Law on Cyber Security, there are no specific regulations for this type. The lack of a legal framework makes management difficult, there is no basis for classifying, assessing or controlling content. In addition, it is impossible to handle a genre just because of its name or theme, but it needs to be based on specific content. If the film contains false elements, violates public morals, promotes violence, superstition or has a negative impact on children, it will be strictly handled according to regulations.
Management cannot stop at the mindset of "if you can't manage it, then ban it" but must be based on the principle of respecting creative freedom within the legal framework. Accordingly, state management agencies need to continue to improve the legal framework, build a mechanism to classify content by age, attach warning labels, require platforms to be responsible for censoring and quickly removing violating content... At the same time, families, schools and society need to promote media education , digital culture, equipping young people with the ability to identify information, critical thinking and cultural aesthetics. When they have a solid cognitive foundation, young people will not be swept away by illusory models of wealth or love of power in the "boss movie" trend.

Producers and content creators must demonstrate social responsibility in artistic activities. Each work needs to contribute to shaping the public's tastes and values in accordance with the cultural values of Vietnamese people in the new era. When properly oriented, short films shown online can completely become a creative space with great potential for digital culture, while contributing to spreading good values and fostering the courage of young people.
