3,000 households affected in Lang Son by storm MATMO

Today (October 8), the People's Committee of Lang Son province established delegations to inspect and direct the work of overcoming consequences and supporting people in the province, led by Comrade Doan Thi Hau, Standing Deputy Secretary of Lang Son Provincial Party Committee, to inspect and direct the communes of Huu Lung, Thien Tan, Van Nham, Yen Binh; Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee to inspect and direct the communes of That Khe, Trang Dinh, Quoc Viet; Comrade Duong Xuan Huyen, Standing Vice Chairman of the Provincial People's Committee, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee to direct the inspection in Huu Lung commune. Currently, the working delegation is at the scene to direct the work of supporting the evacuation, providing necessities... for people in isolated and flooded areas.

According to a report from Lang Son province, soil moisture models show that some areas in Lang Son province are nearly saturated (over 85%) or have reached a saturated state.

Heavy rain has caused flooding in some places in the province, the water level on rivers at 8:00 a.m. on October 8, 2025: On Ky Cung River at Lang Son hydrological station was 251.41m (below alarm level 1); on Trung River at Huu Lung Hydrological Station 24.19m above alarm level 3 is 5.19m, currently, the flood level on Trung River is rising slowly; On Bac Giang River at Van Mich hydrological station peaked at 11:00 p.m. on October 7 at 195.73m above alarm level 3 is 5.73m, currently the water level is falling.

Up to now, 2 people have been injured in storm No. 11, about houses, preliminary over 3,000 households were affected (4 houses collapsed, 63 houses had landslides, nearly 3,000 households were flooded from 30cm-2m and isolated). Widespread flooding: Yen Binh, Van Nham, Huu Lung, Tuan Son, Cai Kinh, That Khe, Trang Dinh, Quoc Viet...

Regarding agriculture, forestry and fishery, over 1,000 hectares of crops were flooded, 80 hectares of fruit trees were broken, 4 hectares of forest were collapsed; regarding education, 9 facilities were affected. Along with that, 153 traffic points were eroded and flooded; many bridges, tunnels and roads were partially flooded, with landslides of over 20,000m³. Flooding caused widespread power outages and loss of telecommunication networks (Van Nham, Yen Binh, Tuan Son, Quy Hoa, Thien Hoa communes...)

As reported, due to the impact of storm No. 11, on October 7, the Bac Khe 1 hydropower dam broke. According to initial assessment, the cause was due to prolonged heavy rain with a peak water flow of up to 1,572m3/s, causing a concrete slab at the water intake to break, and the central control room and equipment in the room to collapse.

The incident affected 3 villages: Bac Khe, Na Soong and Hop Luc. The total number of households in the 3 villages above is 196 with 779 people, of which the households affected by the Bac Khe 1 hydropower dam collapse are 23 with 101 people. The locality has organized and implemented the evacuation of people to a safe place.

Currently, the Civil Defense Command of communes and wards is continuing to direct the review and synthesis of damages; directing and mobilizing local forces to support people in repairing affected and damaged houses; implementing temporary traffic safety measures; placing warning signs on landslide-affected roads, flooded underground areas, fast-flowing water areas, dangerous areas, and ensuring safe evacuation of residents.

There are also many other damages to State and People's property in the province. The People's Committees of communes and wards are continuing to review, synthesize and assess the damage in the area. The total initial damage is estimated at about 150 billion VND.

The Civil Defense Command of communes and wards has directed and proactively inspected at the grassroots level, prepared plans to mobilize forces when situations arise and overcome the consequences after natural disasters.

Immediately after the natural disaster occurred, the Provincial People's Committee directed all levels, branches, local authorities and military forces stationed in the area to mobilize forces to support people to overcome damage, stabilize life and develop production.

Local authorities have proactively deployed 4 on-site support to evacuate people and property to safety, and are currently continuing to direct and support the evacuation of people...

For traffic routes in the province, at locations where soil and rocks have collapsed on the positive slope and spilled onto the road surface, ensure temporary traffic, clear soil and rocks to fill the road surface to temporarily open at least one lane; at locations where soil and rocks have collapsed on the negative slope, make barriers, place warning signs and ensure temporary traffic; at locations where roads, bridges and underground tunnels are flooded, put up warning signs, put up ropes to ensure traffic and assign people to guard against people and vehicles from passing. Gather materials to ensure traffic at locations where the road surface has sunken, ensuring smooth traffic for people and vehicles participating in traffic; direct units to mobilize construction machinery and equipment to be ready to respond when incidents occur to promptly handle arising locations.
