The Provincial People's Committee delegation inspected the implementation of key traffic projects.

On the morning of July 17, the working delegation of the Provincial People's Committee led by Vice Chairman of the Provincial People's Committee Truong Cong Thai and Vice Chairman of the Provincial People's Committee Dao My made a field inspection of the Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project and the Ho Chi Minh Road Construction Investment Project, the Eastern bypass of Buon Ma Thuot City (abbreviated as the Eastern bypass of Buon Ma Thuot City).

At Component Project 3 of the Khanh Hoa – Buon Ma Thuot Expressway Project, the Dak Lak Province Traffic Construction and Rural Development Project Management Board (Board A) – the investor reported to the working delegation on the implementation status of the projects.

The working delegation listened to a report on the implementation of Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project.

Regarding the site clearance work, Component 3 of the project is still stuck in some important locations. Specifically, the intersection of Provincial Road 10 and Branch 2 of CT02 intersection are facing difficulties in terms of site clearance; at the intersection with Vu Bon commune, there are still 3 households whose compensation and support plans for site clearance have not been approved. In addition, some households in Tan Tien commune and Krong Pac commune have not yet agreed to hand over the site, affecting the overall progress.

Regarding the construction situation, the total value of the project implementation reached 2,447 billion VND (equivalent to 58.06% of the contract value). However, this progress is 27.96% behind schedule. The objective reason given by Board A is that the rains appeared earlier than in previous years, greatly affecting the plans and implementation capabilities of contractors. Along with that, the scarcity of construction materials (sand, stone) on the market is also a barrier to project implementation.

The working delegation listened to local reports on problems at Vu Bon intersection of Component Project 3.

Regarding subjective reasons, Board A frankly admitted that the organization of construction teams has not made full use of favorable weather conditions. On the other hand, some contractors have not mobilized the necessary machinery, equipment and human resources to the maximum, nor have they fulfilled their commitments to increase overtime, leading to progress being affected.

For the Eastern Bypass Project of Buon Ma Thuot City, the site clearance work for the main route has reached 99.71%. Currently, only 0.113 km (equivalent to 0.35 ha) of the section passing through Cuor Dang commune has not been completed for handover. In addition, the drainage system at canal No. 2 (route Km13+203.5) is also stuck for about 120 m because 2 households have not yet handed over the site.

Regarding construction progress, the project has achieved a volume of more than 835.4 billion VND (equivalent to 84.8% of the work volume).

After inspecting the actual implementation of the projects, Vice Chairman of Dak Lak Provincial People's Committee Truong Cong Thai requested the Provincial Land Fund Development Center to closely coordinate with commune-level authorities to speed up the site clearance progress, especially at intersections and residential roads of Component Project 3.

The working group inspected the implementation of the Ho Chi Minh Road Construction Investment Project, the eastern bypass section of Buon Ma Thuot City.

Regarding the problem at the beginning of the Eastern Bypass Project of Buon Ma Thuot City, the Vice Chairman of the Provincial People's Committee requested the Provincial Land Fund Development Center to coordinate with the People's Committee of Cuor Dang Commune to soon organize and submit for approval compensation plans when the State reclaims land from the remaining households. This is to create a legal basis for paying compensation to the people quickly and fairly.

Mr. Truong Cong Thai also requested that as soon as the site is available, the investor must direct the contractor to mobilize maximum machinery, equipment, and human resources, and organize simultaneous construction teams to speed up the project's progress as committed.

After the on-site inspection, the Provincial People's Committee will continue to work with the investor and related units to continue to thoroughly resolve the remaining problems in site clearance and construction. The ultimate goal is to ensure the completion of the projects on schedule, contributing to the completion of traffic infrastructure and promoting the socio-economic development of Dak Lak province.
