Dien Bien TV - Continuing the working program in Dien Bien, on the morning of April 25, under the chairmanship of comrades: Quang Van Huong, Vice Chairman of the National Assembly's Ethnic Council; Lo Van Cuong, Vice Chairman of the Provincial People's Committee, the survey delegation of the 15th National Assembly's Ethnic Council worked with the Provincial People's Committee to assess the results of the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase 1 from 2021-2025 (National Target Program 1719). Attending the working session were comrade Lo Thi Luyen, Deputy Head of the delegation in charge of the National Assembly Delegation of Dien Bien province; representatives of leaders of relevant departments, branches and units.

According to the report of the Department of Ethnic Minorities and Religions, the National Target Program 1719 has 10 projects and 14 sub-projects, of which Dien Bien province is allocated funds to implement 10 projects and 13 component sub-projects of the Program. The total capital allocated for the Program in the 2021-2025 period is over 4,314 billion VND. The results of mobilizing and allocating resources to implement the Program from 2022 to 2025 reached nearly 4,450 billion VND, including: The central budget has allocated nearly 3,700 billion VND; the 2025 public service capital has just been allocated by the Central Government over 297 billion VND; as of March 31, 2025, over 2,930 billion VND has been disbursed, reaching 66.77% of the plan.

Projects and contents using investment capital from Program 1719, typically infrastructure investment projects: electricity, roads, schools, stations, support for residential land, housing, production land, planning, arrangement, and population stabilization... have created positive changes, bringing long-term efficiency and sustainability, contributing to improving people's lives, gradually improving infrastructure and promoting local socio -economic development. Dien Bien province has completed a number of targets such as: Reducing the poverty rate among ethnic minorities by an average of 5% per year; The rate of villages with paved roads to the center is 78.7%; The rate of ethnic minorities using hygienic water for daily life is 93.2%; The rate of 5-year-old kindergarten students going to school is 99.9%...

At the meeting, delegates focused on discussing and clarifying difficulties and problems in the implementation process such as: The investment policy system for ethnic minority areas, although reviewed, revised and supplemented, is still not consistent and not close to the practical situation; the lives of ethnic minorities have been improved but are not sustainable, the rate of poor households and the risk of falling back into poverty are still high.

At the working session, Mr. Lo Van Cuong, Vice Chairman of the Provincial People's Committee, hoped to continue receiving the attention of the National Assembly in implementing support policies for mountainous provinces, especially Dien Bien province in infrastructure. The province proposed that the working delegation consider and study expanding the beneficiaries of the National Target Program in communes of ethnic minorities, mountainous rural areas, and difficult areas in the coming period with 30% to 40% of well-off and excellent households to create a movement of emulation in production and labor, helping each other in the community to escape poverty; regarding the resources for implementation in the period 2026-2030, it was proposed that the main resource for implementing the Program in the province would be from the Central Budget with a total capital demand of over 8,500 billion VND.
