According to the dispatch, storm No. 11 (storm Matmo) is likely to cause heavy rain in Hanoi. Heavy rain occurs in the context of many hydroelectric reservoirs opening flood discharge gates, water levels in Hanoi's rivers are at high levels, especially the Tich and Bui rivers are still at level III flood warning.
In addition, many irrigation reservoirs such as Suoi Hai, Meo Gu, Tan Xa, Xuan Khanh, Quan Son, and Van Son have exceeded their overflow thresholds; many areas have become saturated due to soil and rock being soaked with rainwater for a long time, posing a high risk of landslides.
Hanoi still has more than 2,000 houses affected and flooded after storm No. 10 and heavy rain.
Faced with the complicated developments of storm No. 11, Chairman of the Hanoi People's Committee Tran Sy Thanh requested directors, heads of departments, branches and leaders of wards and communes to be fully aware of the particularly dangerous nature of storms when there is a risk of "natural disasters on top of natural disasters", "disasters on top of disasters", with many forms such as storms, floods, flash floods, landslides.
Therefore, Mr. Thanh requested that units must develop timely, drastic, proactive response plans and solutions, appropriate to developments in each locality and each time, to ensure the safety of people's lives and property.
The head of the Hanoi People's Committee also requested units and localities to urgently complete the review, assessment and statistics of damage caused by storm No. 10, heavy rain, flash floods and landslides.
"Focus on supporting people who still have to evacuate, relocate, repair houses, and fix essential infrastructure, especially flooded areas and unresolved incidents.
At the same time, clean up, clear the flow, lower the lake water level, and drain buffer water on the inner and outer city drainage system to be ready to respond to storm No. 11.
"Directing environmental sanitation; restoring production, business, service and goods circulation activities, especially agricultural production; mobilizing the community and businesses to share and support people in disaster-hit areas to overcome difficulties and soon stabilize their lives," the dispatch stated.
Hanoi also assigned the Chairmen of the People's Committees of wards and communes to closely monitor warning bulletins and weather forecasts, promptly notify and guide people on prevention.
Focus on leadership and direction to be ready to deploy response measures, ensuring the safety of people's lives, especially the elderly, children, students, and the vulnerable.
Protect houses, warehouses, headquarters, schools, medical facilities, dike systems, dams, infrastructure works, agricultural production.
The dispatch of the Chairman of Hanoi also requires units to review and prepare plans to evacuate and relocate residents before the storm makes landfall.
In addition, it is necessary to deploy rescue and relief in bad situations; arrange forces to direct traffic, limit people from going through underground areas, overflows, deeply flooded roads, fast-flowing water, and landslide areas.
"Strengthen inspection of the dike system, prepare adequate forces, materials, and means to respond, patrol, and protect the dikes during the flood season" - the telegram stated.
In addition, Hanoi requires special attention to evacuating people and moving assets away from dangerous landslide areas, low-lying terrain, areas frequently flooded, areas close to river banks, and areas with incidents, landslides, and isolation.
Pay special attention to areas such as the Red River sandbank in Hong Ha ward and Minh Chau commune; Ba Vi, Yen Xuan, Quoc Oai, Suoi Hai, Kieu Phu, Phu Cat, Ha Bang communes...; communes directly affected by forest floods such as Xuan Mai, Phu Nghia, Quang Bi, Tran Phu, Hoa Phu.
"The Department of Agriculture and Environment must coordinate with the Department of Construction and neighboring provinces to regulate drainage works, protect agricultural production, proactively drain buffer water, and lower the water level of reservoirs" - the Chairman of Hanoi directed.
Hanoi Department of Construction is responsible for directing the Drainage Company, Green Parks, Urban Lighting, and clean water supply units to coordinate with localities to increase on-duty response, promptly deploy anti-flooding in the inner city, and coordinate drainage in the suburbs...
Notably, Hanoi assigned the Department of Education and Training to check plans to ensure safety for teachers and students, and proactively let students take time off from school when necessary.
In addition, Hanoi also encourages agencies and organizations to arrange for officials, civil servants, public employees and workers to work online on October 6 in case of natural disasters.
