Innovating supervisory activities to ensure effective implementation of state power

This is the first time the National Assembly Standing Committee has organized a National Assembly Forum on supervisory activities, demonstrating the constant innovation of the National Assembly's activities.

On the morning of August 6, in his opening speech at the National Assembly Forum on Supervisory Activities, held at the National Assembly House, National Assembly Chairman Tran Thanh Man stated that this was the first time the National Assembly Standing Committee had organized a forum, demonstrating the continuous innovation of the National Assembly's activities; aiming to evaluate the National Assembly's supervisory activities in recent times, thereby providing solutions, proposals, and recommendations to improve the efficiency, effectiveness, and efficiency of the National Assembly's supervisory activities. In the future, together with the forum on law-making, the National Assembly Forum on Supervisory Activities will become an annual activity of the National Assembly.

Reviewing the outstanding results in this field, the National Assembly Chairman affirmed that the work of building and perfecting the institution on supervision activities has been strengthened. Questioning activities have become an effective form of supervision in the activities of the National Assembly, attracting the attention and monitoring of the people.

The supervision activities clearly demonstrate the National Assembly's stance of accompanying the Government, promptly removing difficulties and obstacles; at the same time, clarifying the responsibilities of the heads of the agencies subject to supervision, in order to promptly adjust in directing, operating, and perfecting policies and laws. Along with that, the work of people's petitions has been innovated substantially and regularly; the supervision of legal documents has become increasingly practical and effective...

The limitations, difficulties and obstacles were also pointed out by the National Assembly Chairman. Accordingly, the implementation of the conclusions and recommendations of supervision was not complete; the monitoring and urging of the implementation of the conclusions of supervision were not really drastic and regular; the coordination between the National Assembly's supervision activities and the audit, inspection and examination activities was sometimes not really tight; there were no clear and favorable mechanisms and policies for the people to exercise their right to supervision; the mechanisms and conditions to ensure supervision activities did not meet the requirements.

"These are issues that need to be addressed. Today's forum will discuss and find solutions to promote advantages and overcome limitations," said comrade Tran Thanh Man.

The National Assembly Chairman requested that delegates pay attention to the requirement to innovate the supervisory activities of the National Assembly and the National Assembly Standing Committee as an objective necessity, ensuring that state power is exercised effectively, transparently, responsibly, and that the legitimate rights and interests of the people are protected.

The National Assembly Chairman also said that the National Assembly Standing Committee would absorb the opinions of the delegates to study and amend the Law on Supervisory Activities of the National Assembly and People's Councils, which will be submitted to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly, ensuring that supervisory resolutions are seriously implemented in practice.

Reiterating the direction of General Secretary To Lam, the National Assembly Chairman emphasized the direction of strong, clear, and specific decentralization and delegation of power according to the motto "locality decides, locality acts, locality is responsible". Recently, we have rearranged administrative units. "The supervision activities of the National Assembly and the National Assembly Standing Committee must be substantive to supervise laws, decrees, and circulars; to see if the decrees issued by the law are in line with the law, whether the decrees are in accordance with the law, and to consider whether the circulars are in accordance with the decrees and the law", Comrade Tran Thanh Man clearly stated.

The forum was held for 1 day, with the main content presented in 2 topics: "The National Assembly's supervisory activities contribute to the country's socio-economic development" and "The National Assembly's supervisory activities contribute to perfecting institutions, policies and laws".

At the end of the forum, the organizing committee will compile a summary report to send to the National Assembly, the Government, ministries, branches and localities to promptly serve the comprehensive revision of the Law on Supervisory Activities of the National Assembly and People's Councils and the revision and supplementation of relevant legal documents.
