Hungarian National Assembly Chairman visits Vietnam: Determined to deepen and make the Comprehensive Partnership more effective

On the occasion of the official visit to Vietnam by President of the Hungarian Parliament Kover Laszlo (October 18-22), Vietnamese Ambassador to Hungary Bui Le Thai shared with TG&VN about the significance and focus of the visit.

Could you please evaluate the significance and key contents of the visit to Vietnam on this occasion of Hungarian National Assembly Chairman Kover Laszlo?

It can be affirmed that the visit to Vietnam by the Speaker of the Hungarian Parliament Kover Laszlo is of great significance, taking place on the occasion of the 75th anniversary of the establishment of diplomatic relations between the two countries (February 3, 1950 - February 3, 2025), and only 5 months after the visit to Vietnam by Hungarian President Sulyok Tamas (May 2025). This visit not only shows the respect but also affirms the determination of the Hungarian high-ranking leaders to continue to deepen the Vietnam-Hungary Comprehensive Partnership, bringing the relationship between the two countries into increasingly deeper and more effective.

The visit is an opportunity for both sides to review the results of cooperation between Hungary and Vietnam in recent times, and discuss measures to promote comprehensive cooperation between the two countries, from politics - diplomacy, economics - trade, culture - education to science and technology, and especially in the field of parliamentary cooperation - an important pillar in the overall bilateral relationship.

On this occasion, the two countries' National Assemblies will have in-depth exchanges of experience in legislative activities, supervision and decision-making on important national issues, as well as enhance coordination at regional and international parliamentary forums, promote exchanges between specialized committees and the two friendship groups of parliamentarians.

The two sides will evaluate the implementation results and monitor the implementation of signed cooperation agreements, including the cooperation agreement between the two National Assemblies to be re-signed in 2022, and agree on new cooperation directions in line with development requirements in the current situation, as well as with the development priorities of Vietnam and Hungary in the coming time.

The visit of Hungarian National Assembly Speaker Kover Laszlo took place just 5 months after the visit to Vietnam of Hungarian President Sulyok Tamas. What is the Ambassador's assessment of the efforts to exchange high-level delegations between the two countries in recent times and its significance for promoting bilateral cooperation in the new period?

Since the two countries upgraded their relationship to Comprehensive Partnership in 2018, senior leaders of the two countries have regularly visited each other, thereby enhancing political understanding and trust and especially deepening personal relations between senior leaders of the two countries.

In 2025 - the 75th anniversary of the establishment of diplomatic relations - an important milestone in bilateral relations, the two countries have been promoting delegation exchanges through all foreign channels: Party, State (including the National Assembly) and people.

On the Hungarian side, high-level delegations included the delegation of the Minister of Foreign Affairs and Foreign Economic Relations visiting Vietnam in March, the President of Hungary visiting Vietnam in May, the Chairman of the Hungarian Socialist Party visiting Vietnam in June and this time the Chairman of the Hungarian National Assembly. On the Vietnamese side, up to now, there have been 10 delegations at all levels visiting and working in Hungary, including the delegation led by Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission (June 2025).

The regular exchange of delegations, including many high-level delegations and especially the two visits to Vietnam by both the President and the Speaker of the Hungarian Parliament in the same year, demonstrates Hungary's special regard for its relations with Vietnam, and reflects the high level of political trust between the two countries' senior leaders. This is the clearest evidence that the traditional friendship and comprehensive partnership between the two countries is entering a new, more substantial and effective stage of development.

Vietnam-Hungary parliamentary cooperation has built a solid foundation, including an agreement signed in 2022. According to the Ambassador, what role does parliamentary cooperation play in promoting new cooperation goals between the two countries?

The cooperation between the Vietnamese National Assembly and the Hungarian National Assembly in recent times has truly created a solid foundation for the traditional friendship and comprehensive partnership between the two countries. The first cooperation agreement signed in 2017 and re-signed in 2022 has created a legal framework and a stable cooperation mechanism, helping the two sides promote the exchange of legislative experience, supervision, and decision-making on important issues of the country, thereby enhancing understanding and mutual trust between the legislative bodies of the two countries.

Parliamentary cooperation plays an important role in promoting and supervising the implementation of strategic cooperation goals between the two governments, while creating a solid political and legal foundation for other areas of cooperation such as economics, trade, investment, education and training, science and technology and culture. The two countries' National Assemblies have committed to increasing the exchange of high-level delegations and specialized committees, and promoting coordination in organizing seminars and talks on legislation and public policy, thereby contributing to sharing experiences in the process of perfecting institutions, building a rule-of-law state and sustainable development.

The two sides are also implementing a mechanism for regular information exchange on legislative activities and bilateral and multilateral international treaties to which Vietnam and Hungary are both members, in order to coordinate effective monitoring of the implementation of international commitments, ensuring transparency and compatibility within the legal framework of each country.

In addition, close coordination at multilateral parliamentary forums - such as the Inter-Parliamentary Union (IPU) or Asia-Europe regional forums - also helps the two countries' National Assemblies express a common voice on many important international issues, while supporting each other at multilateral forums, thereby enhancing the position and image of both Vietnam and Hungary in the international arena.

Not only stopping at the field of parliamentary cooperation, this visit is also an opportunity for the two sides to discuss in depth new potential directions of cooperation, especially in green transformation, digital transformation, application of information technology and artificial intelligence (AI) in law-making and national governance. These are fields that are both globally relevant and in line with the development strategies of both Vietnam and Hungary.

In new trending areas such as digital economy and green economy, how can the two countries learn and share experiences with each other, Ambassador?

Vietnam and Hungary both identify digital transformation, innovation, digital economy, and green development as strategic priorities in the current development stage. These are areas where the two countries can complement each other.

Hungary has strengths and a lot of experience in high-tech industries, digital infrastructure, e-government, smart urban models, renewable energy, waste treatment, sustainable agriculture... Vietnam has advantages in young, dynamic human resources, the ability to quickly adapt to new technology, along with an open market and an increasingly improving investment environment. These are great potentials for cooperation. The combination of Vietnam's market and human resources advantages and Hungary's technology and standards will create new value chains in the digital economy and green economy, making practical contributions to the sustainable development of both countries.

In the coming time, the two countries can promote cooperation, exchange experiences in policy making, training high-quality human resources, exchanging experts, transferring technology in areas such as clean energy, digital technology, innovation, circular economy and sustainable resource management. This will be a new direction, deepening the Comprehensive Partnership, and at the same time, in line with the requirements of sustainable development and international integration of both Vietnam and Hungary.

It can be said that the visit of National Assembly Speaker Kover Laszlo is an important milestone in the year of the 75th anniversary of Vietnam-Hungary diplomatic relations. This is not only an opportunity to affirm political trust and traditional friendship, but also to open up new directions of cooperation associated with development requirements in the digital and green era.

With the solid foundation built over 75 years, the determination of the leaders of the two countries, and the support of the National Assembly, Government, businesses and people of the two countries, I believe that the Vietnam-Hungary Comprehensive Partnership will continue to develop strongly, substantially and effectively, bringing practical benefits to the people of the two countries, making a positive contribution to peace, cooperation and development in the region and the world.
