Strategic Technology Development: Policy Creation, Promoting Global Cooperation

On October 14, in Hanoi, the Ministry of Foreign Affairs hosted an international workshop with the theme “Strategic Technology Development: International Cooperation and Policy Recommendations for Vietnam”, attracting the participation of experts, scientists, policymakers, and leaders of several international businesses.

Speaking at the opening of the workshop, Deputy Foreign Minister Le Anh Tuan said that this is a time of special significance. The entire Vietnamese political system is making efforts to resolutely, urgently and comprehensively implement Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

“As General Secretary To Lam emphasized, science , technology and innovation are strategic breakthroughs and the main driving force for industrialization and modernization of the country in the new era, and the shortest path to realizing the aspiration of building a strong and prosperous Vietnam. To do this, cooperation, support and sharing of experience, knowledge and technology from international friends are of special importance,” the Deputy Minister emphasized.

According to Deputy Minister Le Anh Tuan, the purpose of organizing today's international conference is to exchange and listen to opinions from scientists, technology corporations, universities, research institutes, and representatives of government agencies from the world's leading science and technology development centers.

Deputy Minister Le Anh Tuan proposed that the Workshop focus on exchanging and discussing in depth on 4 core issues:

Firstly, regarding institutions and policies – the decisive factors in the ability to attract investment and develop technology. Vietnam wishes to listen to experiences and propose solutions from other countries to create breakthroughs in the coming period.

Second, on shortening the gap from research to market. It is necessary to find ways to effectively connect research and application, building an innovative ecosystem connecting universities, research institutes, businesses and management agencies.

Third, on developing high-quality human resources – the foundation of any technology strategy. Vietnam has the advantage of a young, dynamic workforce, but there are still challenges in training, attracting and retaining talent, as well as connecting with global intellectual resources.

Fourth, on prioritizing investment. In the context of limited resources, it is necessary to choose the right key areas. Success does not come from large resources, but from focusing in the right direction at the right time.

Sharing at the workshop, Mr. Vo Xuan Hoai, Deputy Director of the National Innovation Center (NIC), said that in recent times, Vietnam has issued many important policies to promote science, technology, innovation and digital transformation, with international cooperation and development of strategic technology industries as the focus.

Based on the Politburo Resolution (December 22, 2024) and subsequent documents such as the revised Law on Science, Technology and Innovation, the Law on Digital Technology, the Law on Data, the Law on Cyber ​​Security and the upcoming Law on Artificial Intelligence (AI), Vietnam is gradually forming a synchronous institutional framework, creating conditions for businesses to invest in strategic areas such as semiconductors, AI, advanced materials, biology, energy, robotics, 5G-6G, blockchain, cloud computing.

According to Mr. Vo Xuan Hoai, the Government also implemented decrees on public-private partnership and investment incentives, while developing strategic infrastructure such as the North-South Expressway, airports, logistics, renewable energy, digital infrastructure and high-tech zones in Hanoi, Ho Chi Minh City, and Da Nang. In particular, NIC is playing a core role in the technology ecosystem, with the cooperation of many international partners such as Germany, Japan, the United States, and South Korea.

Regarding education and human resources, Mr. Hoai informed that Vietnam focuses on developing high-tech human resources, aiming to train 50,000 technology engineers by 2050, cooperating in training and scholarships with countries, international organizations and world corporations. Thanks to these efforts, Vietnam is currently ranked 44/139 countries in the global innovation index, among the fastest improving countries.

The in-depth and multi-dimensional discussions at the Workshop provided valuable information, solutions and recommendations, contributing to the development of plans and strategies for international cooperation in priority technology fields, thereby concretizing the tasks and solutions on science and technology development, innovation and national digital transformation as set out in Resolution 57-NQ/TW dated December 22, 2024 of the Politburo.
