Dialogue, remove difficulties, create favorable environment for businesses and cooperatives

Identifying enterprises and cooperatives as important driving forces for economic growth, Son La province regularly organizes dialogues, listens to and resolves difficulties, creates favorable conditions for enterprises to develop, and contributes to the goal of rapid and sustainable growth.

The Chairman of the Provincial People's Committee chaired the dialogue conference and met with businesses and cooperatives on the occasion of Vietnamese Entrepreneurs Day, October 13.

   Many solutions to support businesses

The whole province has 4,227 enterprises with a total registered capital of 90,225 billion VND, operating in most economic sectors. Many start-up enterprises, innovate, actively transform digitally, transform green, contribute greatly to the budget and create jobs for workers.

Implementing the Government's direction and commitment to the Vietnam Federation of Commerce and Industry (VCCI), the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with departments and branches to advise on a plan for periodic dialogues with enterprises and cooperatives. Thereby, many problems were promptly resolved, helping the business community and cooperatives feel secure in production and business.

Mr. Truong Manh Thang, Deputy Director of the Department of Finance, said: All levels and sectors of the province prioritize resources, improve the investment environment, and actively implement many solutions to remove difficulties for enterprises and cooperatives. Relevant units proactively dialogue and guide enterprises to handle difficulties related to investment, land, site clearance, taxes, fees, etc. according to their authority.

From the beginning of the year to the end of September 2025, the Department of Finance received 39 petitions from enterprises and cooperatives, including: 22 petitions have been resolved, 17 petitions are being continued to be processed by the agencies. The main contents are related to planning, payment of completed volume, site clearance, land location determination, construction material unit price, tourist electric car operation...

In addition, the Provincial Business Association plays a role as a bridge between businesses and the government. Mr. Nguyen Quoc Khanh, Chairman of the Association, informed: Since the beginning of the year, the Association has issued 7 documents summarizing 37 recommendations from businesses, focusing on financial, tax, land, investment, construction policies, etc., to the authorities. We also monitor and urge the response and feedback to members.

Thanks to the support of all levels, sectors, enterprises and cooperatives in the province, production and business have been maintained, contributing positively to local economic development. In the first 9 months of 2025, The province's budget revenue reached 3,900 billion VND, equal to 80% of the estimate, up 42% over the same period; many industries grew strongly such as: Rubber 38.5%, cassava starch 34.5%, cement 8.5%, milk and processing industry over 10%, services - tourism increased over 12%. GRDP in 2025 is expected to increase over 8.5%, exceeding the target assigned by the Government.

Not only producing and doing business effectively, Son La business community actively responded to social movements: "Join hands to eliminate temporary and dilapidated houses", "For the poor - no one is left behind", "Join hands to build new countryside"... with total value of contributions, charity, social security estimated at over 35 billion VND.

Frankly discuss and resolve difficulties

At the business dialogue conference on October 13 chaired by the Chairman of the Provincial People's Committee, businesses frankly proposed ideas and recommendations to remove difficulties in the fields of production, tourism, real estate, etc.

With more than 20 years of operation in the field of construction and real estate, NTF Hoang Phat is currently the investor of Elite Hill Project - Pot Noi Urban Area, Chieng Coi Ward, with a scale of 16 hectares, including 382 townhouses, townhouses, and villas. In the first 8 months of 2025, the Company's revenue reached 69 billion VND, creating jobs for hundreds of workers, with an average income of 15 million VND/month.

Mr. Nguyen Trung Hoang, member of the Board of Directors of NTF Hoang Phat Joint Stock Company, Chieng Coi Ward, shared: When announcing the planning, the province should carefully review legal conditions, prepare the site, and have a flexible credit mechanism to support access to capital so that feasible projects can be implemented soon.

In the agricultural sector, the Branch of Vietnam Tea Corporation - Son La Joint Stock Company (Vinatea Moc Chau), Thao Nguyen ward and Van Son ward, is managing 551 hectares of tea, with key varieties Shan, Kim Huyen, Bat Tien, 100% produced according to RA sustainable agriculture standards. In 2024, the unit will be granted a certificate of high-tech tea growing area for 329.6 hectares; output will reach over 10,000 tons of fresh buds/year, stable revenue of 120 - 130 billion VND, budget contribution of 5 - 6 billion VND/year.

Mr. Le Chi Long, Director of Vinatea Moc Chau, proposed: The company hopes that the province will continue to apply the rate of 0.5% for agricultural land as proposed by the Department of Finance, and at the same time direct the enforcement agency to speed up the implementation of effective judgments to protect the legitimate rights of enterprises.

Tourism businesses have recommended that the Provincial People's Committee speed up the process of establishing and announcing detailed plans for key tourist areas and destinations. At the same time, make the planning information portal transparent so that businesses can easily access and research investments.

The reflections and recommendations at the dialogue conference are an important basis for authorities to review and adjust policies and management procedures, towards a more open and transparent investment environment.

Through the process of receiving and handling petitions, Mr. Truong Manh Thang, Deputy Director of the Department of Finance, also frankly pointed out: There are still some cases that are slow to resolve, not yet resolved due to lack of coordination between the petitioning unit and the advisory agency; some agencies have not yet grasped information in time, or legal regulations are still overlapping, causing difficulties for investors. Issues of compensation, handling of assets on land, debt payment, planning supplements... are still "bottlenecks" that need to be resolved.

Synchronize solutions

In the coming time, the Provincial People's Committee will continue to direct relevant departments, branches, sectors, units, and People's Committees of communes and wards to focus on resolving unsolved proposals and recommendations; for issues beyond the authority to resolve or related to many sectors and fields, it is recommended that the Provincial People's Committee preside over organizing dialogues to promptly resolve them; promote accountability and commitment in resolving difficulties and problems for enterprises and cooperatives. Proactively organize specialized dialogues of the sector, of People's Committees of communes and wards, of units with enterprises and cooperatives to resolve recommendations within their authority. For issues beyond the authority to resolve or complicated issues related to many sectors and fields, the units will directly propose to the Provincial People's Committee (through the Department of Finance) to preside over dialogues to promptly resolve them.

The Vice Chairman of the Provincial People's Committee inspected the progress of the Project on resettlement of residents in the urgent disaster area affected by storm No. 3 in Na Tra village, Muong La commune.

The assigned departments, branches, sectors, communes and wards shall advise on the settlement of the report on the results to the Provincial People's Committee (through the Department of Finance periodically before the 25th of each month); in which it is requested to clearly report the results that have been resolved; are being resolved; difficulties, problems, and proposals to the Provincial People's Committee (if any) to promptly and completely resolve the recommendations of enterprises and cooperatives.

The functional departments, branches and sectors continue to advise the Provincial People's Committee to promote administrative procedure reform, cut at least 30% of unnecessary procedures according to Directive No. 10/CT-TTg dated March 23, 2025 of the Prime Minister; strengthen digital transformation, make planning information transparent, and innovate management thinking from supervision to support and development creation. At the same time, research and advise the province to issue practical support mechanisms in the following areas: Access to capital, land, infrastructure, science and technology, training of high-quality human resources; encourage the formation of strong local enterprises with capacity to participate in value chains and key projects of the province and the country.

Frank dialogue, concrete solutions and real companionship are the “keys” for our province to build a transparent and attractive investment environment. When the government and businesses share the same development goals, we believe that Son La province will rise to become a bright spot in the Northwest region in improving the business environment, attracting investment and developing a sustainable economy.
