Regarding traffic monitoring and control work (ITS, ETC, KSTTX...) of the Ho Chi Minh City Ring Road 3 Construction Investment Project, the Ho Chi Minh City People's Committee proposed that the Ministry of Construction direct specialized agencies to research and give comments on the overall design documents of the traffic monitoring and control system (ITS, ETC, KSTTX...) of this project.
According to the People's Committee of Ho Chi Minh City, regarding the synchronous implementation and construction of works on the expressway, the People's Committee of Ho Chi Minh City has directed relevant departments and units to coordinate with relevant departments and units of Dong Nai and Tay Ninh provinces to review and complete the overall design documents (according to general principles) of the traffic monitoring and management system (ITS, ETC, KSTTX...) of the Investment and Construction Project of Ho Chi Minh City Ring Road 3 .
Currently, the Component 1A project of the Tan Van - Nhon Trach section, invested by the My Thuan Project Management Board under the Ministry of Construction, is under construction; the component projects of the Ho Chi Minh City Ring Road 3 Construction Investment Project, managed by Ho Chi Minh City, Dong Nai, and Tay Ninh, have had their technical designs of the ITS items appraised by the specialized construction agency under the Ministry of Construction, but have not yet been implemented.
Particularly, the 15.3km section of the existing My Phuoc - Tan Van road that overlaps with the Ring Road 3 of Ho Chi Minh City is currently being exploited with the scale of a 6-lane urban road, has not been invested in a synchronous scale with the Ring Road 3 of Ho Chi Minh City. Therefore, the investment in the traffic monitoring and control system (ITS, ETC, KSTTX...) for the Ring Road 3 of Ho Chi Minh City needs to have synchronization and unification of solutions and technology for the entire route and synchronization with the expressway projects that are being invested in and constructed, in order to exploit effectively and promote investment efficiency.
The intelligent transportation system (ITS) of the Ho Chi Minh City Ring Road 3 project includes surveillance camera systems (CCTV); Vehicle detection system (VDS); Variable information signage system (VMS/LCS); Digital transmission system (DTS); Communication system (switchboard, telephone, SOS); Power supply system; Traffic management center system (TMC); Vehicle load control system (KSTTX); Non-stop electronic toll collection system (ETC).
