Connecting Long Thanh High-Tech Industrial Park
In a document sent to VEC by Vice Chairman of the Provincial People's Committee Ho Van Ha, the Provincial People's Committee said that on April 29, 2025, the Prime Minister issued Official Dispatch No. 494/TTg-CN on the implementation plan of the Project to Expand the Ho Chi Minh City - Long Thanh Expressway section of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway route.
In particular, Deputy Prime Minister Tran Hong Ha assigned VEC as the competent authority to implement the project in accordance with the provisions of the law on public investment. After reviewing projects in the province that need to connect traffic with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, the Dong Nai Provincial People's Committee requested VEC to study and complete the investment of the intersection of Road 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to create conditions for connecting the Long Thanh High-Tech Industrial Park (Long Thanh High-Tech Industrial Park).
According to the Provincial People's Committee, the Long Thanh High-Tech Industrial Park Project was granted an investment certificate in 2015, with an area of 410 hectares, of which phase 1 has an area of 120 hectares. Currently, the project has attracted 8 investors and will continue to attract investors to operate in the future.
Long Thanh High-Tech Industrial Park project attracts clean energy, renewable energy, and smart energy industries, promising to make a positive contribution to the development of Dong Nai province's industry in the coming time.
However, currently, the traffic connection to Long Thanh High-Tech Industrial Park is still through a temporary connection route with the intersection between Road 319 and Ho Chi Minh City - Long Thanh - Dau Giay Expressway. This causes difficulties for vehicles traveling in and out of Long Thanh High-Tech Industrial Park onto the expressway and Road 319. Because currently, this intersection has only invested in branches on the side of Nhon Trach district (old), while the branches on the side of Long Thanh district (old) have not been invested. "Therefore, to facilitate traffic connection, attract investors to Long Thanh High-Tech Industrial Park, form a traffic axis connecting with Nhon Trach Industrial Park, Phuoc An port, Cai Mep - Thi Vai port, create conditions for socio-economic development, the investment in completing the intersection of Road 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway is extremely necessary", the document of the People's Committee stated.
Road 319 is divided into 2 investment projects, in which the section from Ben Cam intersection to the road connecting to Phuoc An port is implemented with public investment. Meanwhile, the section from Ben Cam intersection connecting to Ho Chi Minh City - Long Thanh - Dau Giay Expressway is invested in the form of BOT. This is the traffic route connecting 2 expressways Ho Chi Minh City - Long Thanh - Dau Giay and Ben Luc - Long Thanh.
Already in the planning
Regarding the Ho Chi Minh City - Long Thanh Expressway Expansion Project, on June 26, 2025, the Government Office issued a document notifying Deputy Prime Minister Tran Hong Ha's opinion on the project implementation. Accordingly, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Finance and VEC on implementing the Ho Chi Minh City - Long Thanh Expressway Expansion Project according to the procedures for urgent projects to promptly start construction on August 19, 2025.

Previously, on May 31, the VEC Board of Members approved the project's investment policy. According to the decision approving the investment policy, the Ho Chi Minh City - Long Thanh Expressway expansion project has a length of nearly 22km; starting point at Km4+000 (Ring Road 2 intersection), Thu Duc City (Ho Chi Minh City); ending point at Km25+920 (Bien Hoa - Vung Tau Expressway intersection) in Long Thanh District (Dong Nai). Regarding the route direction, the project's core route basically follows the old road, expanding to both sides, except for the section passing Long Thanh Bridge, which is expanded to the right of the existing route (downstream).
Regarding the scale of the project, the section from the Ring Road 2 intersection to the Ring Road 3 intersection (Km4+000 - Km8+844.5) will be expanded from 4 lanes to 8 lanes; the section from the Ring Road 3 intersection to the Bien Hoa - Vung Tau expressway intersection, excluding the Long Thanh bridge (Km8+844.5 - Km25+920), will be expanded from 4 lanes to 10 lanes. Particularly for the Long Thanh bridge, a new bridge unit with a complete 5-lane scale will be invested in building in the direction from Ho Chi Minh City to Long Thanh, on the right side of the existing bridge. The project has a total investment of more than 16.3 trillion VND.
According to the Provincial People's Committee, the intersection of Highway 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway has been updated in the 3-1 subdivision planning of the new Nhon Trach urban area master plan and the master plan of Long Thanh town, Long Thanh district (old).
In the current difficult situation of the provincial budget, adding the investment item to complete the intersection of Road 319 to the BOT project is not financially feasible. Therefore, the People's Committee of Dong Nai province requested VEC to consider adding the investment item to complete the intersection of Road 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to the Ho Chi Minh City - Long Thanh Expressway expansion project to facilitate traffic connection in the area.
