Determine the investment progress to complete the intersection of Highway 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway

(DN) - On October 2, according to the People's Committee of Dong Nai province, the Chairman of the Provincial People's Committee assigned the Department of Construction and other units to implement contents related to the investment in completing the intersection of Road 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Specifically, the Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and work with relevant units to determine the progress of investment in infrastructure items connecting to the intersection of Road 319. Commit to the progress of compensation, site clearance, resettlement, relocation of technical infrastructure... when completing the investment in the intersection of Road 319 with the expressway. At the same time, the draft document of the Provincial People's Committee was sent to the Ministry of Finance, the Ministry of Construction and the Vietnam Expressway Corporation (VEC). The Provincial People's Committee also requested the Department of Construction to report the implementation results to the Provincial People's Committee before October 5, 2025.

In September 2025, the Provincial People's Committee sent a document to the ministries of Finance and Construction to consider and propose VEC to add the investment item to complete the intersection of Road 319 to the Ho Chi Minh City - Long Thanh Expressway Expansion Project of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. In particular, Dong Nai province proposed to add the investment item to complete the intersection of Road 319 to the Ho Chi Minh City - Long Thanh Expressway Expansion Project.

Afterwards, VEC responded to this proposal of Dong Nai province. In particular, VEC supported the opinion of Dong Nai Provincial People's Committee on the necessity of investing in the completion of the intersection of Road 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway to synchronize the connection and promote investment efficiency according to local planning.

Along with that, VEC also requested Dong Nai province to determine the progress of investment in infrastructure items connecting to Highway 319 in Long Thanh commune, Dong Nai province. At the same time, there is a commitment on the progress of compensation, site clearance, resettlement, technical infrastructure relocation... (in case of any arising issues) when completing the investment in the intersection.

Based on local commitments, construction progress on the Ho Chi Minh City - Long Thanh Expressway Expansion Project and the project's ability to balance capital sources, VEC will work with local management units to develop and evaluate specific investment plans. Carry out investment project adjustment procedures according to authority as a basis for construction implementation if the investment plan is feasible and effective.

VEC will also assign the Southern Expressway Project Management Board (VEC representative at the scene) to urgently work and closely coordinate with the advisory agencies of Dong Nai province to research and prepare related investment procedures according to regulations.
