Dong Nai: Adjusting planning with comprehensive development space

Dong Nai Provincial People's Committee has just organized a scientific workshop to contribute ideas to adjusting Dong Nai province's planning for the 2021 - 2030 period, with a vision to 2050.

Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that Dong Nai is a strategic gateway to the entire Southern region. With an area of 12,737km2 and a population of over 4.49 million people, Dong Nai is one of the localities with the largest economic scale in the country, ranking 4th nationwide.

In particular, Dong Nai has a synchronous transport infrastructure system, with 10 expressways invested and deployed with a total length of about 393.4km. Dong Nai is gradually affirming its position as an important connection center not only in the region but also in the whole country, opening up many opportunities for breakthrough development in the future.

Therefore, in the new context after the province merger, adjusting the planning of Dong Nai province is an inevitable need and has extremely important significance.

The Dong Nai province planning adjustment project has key contents of reshaping growth drivers with three main pillars: high-tech and deep-processing industry, high-tech and organic agriculture, logistics services, aviation, and eco-tourism, culture, and history.

On that basis, Dong Nai will form 3 strategic economic corridors: urban-industrial corridor along National Highway 13, National Highway 14, Ring Road 4 and expressways, high-tech agricultural corridor; eco-tourism in the northern region and Dong Nai riverside corridor, exploiting river landscapes to develop ecological urban areas, resort tourism and high-end services.

Dong Nai also focuses on building three growth driving forces, including: the southern urban-industrial area will be a center of high-tech industry, aviation services, finance and logistics.

The Northern industrial-urban region takes Dong Xoai - Chon Thanh as the core, developing processing industry, supporting industry and new urban areas; the Northeast agricultural and tourism region will be associated with high-tech agriculture, eco-tourism and biodiversity conservation.

To define the goal of reviewing and adjusting the planning, Dong Nai needs to focus on 6 key strategies.

The first is to develop an effective and sustainable agricultural economy, associated with deep processing industry; the second is to build the new Dong Nai province into a logistics and aviation service center of the Southeast region and the whole country.

The third is to develop a smart, ecological urban system associated with public transport; the fourth is to make a breakthrough in developing high-quality human resources; the fifth is to promote comprehensive digital transformation, build digital government, digital economy and digital society; and the sixth is to expand regional connectivity and international cooperation to increase development space.

At the workshop, experts, scientists, and business leaders gave their opinions on the project to adjust the Dong Nai Provincial Planning for the 2021-2030 period, with a vision to 2050.

The comments focused on clarifying the potentials, strengths and challenges in the upcoming development period of Dong Nai province. On that basis, the comments proposed development vision, pillars, development driving forces as well as strategies and breakthrough development solutions for Dong Nai province in the coming period.

In particular, most of the comments focused on analyzing and clarifying the model of restructuring the development space of Dong Nai province in the new development context.

The Chairman of the People’s Committee of Dong Nai province emphasized that planning cannot remain on paper but must go hand in hand with effective implementation and monitoring mechanisms and policies. The common interests of the people and Dong Nai province must be put first.

Therefore, the People's Committee of Dong Nai province requires all levels and sectors to agree on adjusting the province's master plan as the golden time in the post-merger period to lay the foundation for the development of Dong Nai province.

We must resolutely eliminate the term-based mindset and the situation of “suspended planning”, the “ask-give” mechanism, and “group interests” in planning construction, adjustment, and supplementation. Ensure the synchronization and unity of planning levels.
