Dong Nai determined to build a friendly government

From a "management government" to a service government, the effectiveness of the "friendly government" model that Dong Nai province is vigorously implementing is measured by the satisfaction of organizations, businesses and people. The clearest evidence is that Dong Nai province continues to firmly maintain its position in the top 3 nationwide in the Index of direction, management and assessment of service quality for people and businesses in performing administrative procedures and public services in the electronic environment.

From “management government” to “service government”

Implementing the 2-level local government model, aiming at a government close to the people, serving the people, Dong Nai province promotes the building of a friendly government with the spirit of shifting from a "management government" to a serving government: strictly implementing the "4 requests": hello, sorry, thank you, permission. "4 always": always smile, always be gentle, always listen, always help. "5 no's": no authoritarianism, arrogance, causing difficulties, troubles; no bureaucracy, insensitivity, irresponsibility; no corruption, waste, group interests; no flattery, lobbying, deceit; no taking advantage of positions and powers in performing public duties.

Along with that, the province has proactively deployed many creative campaigns and models such as: Model of No reliance on administrative boundaries; 30-day campaign to increase the rate of digitalization of records and online public services; 30-day and night campaign to disburse public investment capital... These tireless efforts have increased the rate of records resolved correctly and before the deadline of Dong Nai in the first 9 months of 2025 to 98.97%. The satisfaction index of people and businesses ranked 3rd out of 34 provinces and cities.

Along with proactively implementing many campaigns and innovative models, departments, branches and localities have clearly recognized the role and significance of administrative reform, thereby building a team of cadres and civil servants equal to the task, meeting the expectations of serving the people and businesses well. The shift from command government to serving the people is considered a measure of administrative reform for Dong Nai to adapt to the new situation.

Digitizing land data for information transparency

Typically, in handling administrative procedures in the land sector at the commune level in the area, after more than 3 months of operating the 2-level local government model, units have flexibly accelerated the progress of granting land use right certificates to organizations, businesses and people with many creative solutions, applying technology, digitizing land data to make information transparent.

To quickly resolve administrative procedures that are still difficult for people, the Department of Agriculture and Environment has sent nearly 300 officials to perform tasks at the public administrative service centers of 95 wards and communes in the province to coordinate the implementation of state management tasks, especially in the field of land, a "hot" field in many localities. The Provincial Land Registration Office is also prioritizing resources to implement the "90-day campaign to clean up and enrich the land database and synchronize with the national land database".

This is the first step in the process of standardizing and building a “correct, sufficient, clean, and alive” data system. When standardized, enriched, and cleaned, each plot of land will have an identification code. When people look up information, they will have transparent and complete information, while helping to reduce paper records, aiming to resolve administrative procedures more quickly.

Maintain top 3 position in index of serving people and businesses

According to the Department of Home Affairs, by the end of September 2025, Dong Nai province continued to firmly maintain its position in the top 3 nationwide in the Index of direction, management and assessment of service quality for people and businesses in performing administrative procedures and public services in the electronic environment (Index 766). This impressive result is a testament to the great efforts of all levels and sectors in administrative reform to improve the quality of service for people and businesses in the digital environment.

According to the updated results up to the 4th week of September 2025, Dong Nai scored 88.5/100 points. Compared to the previous week, the province's score improved slightly, in which the index groups on digitalization of records, progress in handling administrative procedures and online public services continued to record growth. The criteria on online payment, satisfaction of people and businesses, and publicity and transparency all remained at a very high level. At the department, branch and sector level, most units have maintained and improved quality, including: Department of Education and Training; Department of Science and Technology; Department of Culture, Sports and Tourism, no unit has decreased in score.

However, the rate of digitization of records and online public services at the department and branch level is still lower than the average of the whole province. At the commune and ward level, the rate of online public services with new records is only about 10%, making the overall score in this index group not high. In addition, there is still a situation of slow processing of records online, some localities have not effectively exploited the utilities of the digital system. The province requires departments, branches, branches and localities to continue to focus on improving the quality of administrative procedure settlement, promoting online public services, increasing the digitization of records, and thoroughly handling backlog and overdue records. At the same time, continue to propagate and support people to use public services in the electronic environment.

The effectiveness of the friendly government model that Dong Nai is vigorously implementing is measured by the satisfaction of organizations, businesses and people, which will further motivate the entire political system to join hands and build a government close to the people and for the people.
