
Contributing efforts to help people escape poverty and stabilize their lives, the Social Policy Bank (SPB) of Lao Cai province always maintains stable operations, ensuring the State's preferential capital is smooth, safe and effective.
With an area of over 13,200km², Lao Cai is a mountainous border province with rugged terrain, home to many ethnic minorities. Life is still lacking, and infrastructure is not yet synchronized. In that context, policy credit capital has truly become a solid foundation for the poor to rise up.
According to the Director of the Lao Cai Provincial Social Policy Bank branch, Tran Quang Son, the important factor creating operational efficiency is the attention and close direction of the superior bank and local leaders. Policy credit is identified as a pillar in the socio- economic development strategy, ensuring social security and sustainable poverty reduction. This capital source contributes to narrowing the gap between mountainous and plain areas, between ethnic minorities and the general level of the country.
Established in 1995, up to now, the Lao Cai Social Policy Bank system has synchronously deployed many solutions to ensure a continuous and uninterrupted flow of preferential capital. According to the report of the provincial Social Policy Bank, as of August 31, 2025, the total operating capital of the whole province reached 11,311 billion VND, of which the capital received from local trust reached 1,061.9 billion VND, an increase of more than 330 billion VND compared to 2024. Loan turnover reached 2,440 billion VND, helping more than 35,250 poor households and policy beneficiaries to access preferential capital. As a result, the poverty rate in Lao Cai (old) decreased from 54.8% in 1995 to 7.8% by the end of 2024. After the merger, Lao Cai (new) province strives to continue reducing the average annual poverty rate of 5-6% among ethnic minorities, bringing 61 communes and 494 villages out of the list of particularly difficult areas.
Vice Chairman of the Provincial People's Committee cum Head of the Board of Directors of the Lao Cai Provincial Social Policy Bank, Ngo Hanh Phuc, said: "In the context of administrative boundary merger, the Provincial Social Policy Bank has quickly stabilized its organization, maintained its operations and ensured the safety of policy credit capital flows. This is a result demonstrating the courage and high sense of responsibility of the bank's staff, making a practical contribution to the cause of hunger eradication, poverty reduction and local socio-economic development."
Lao Cai province currently has 319 commune transaction points, of which 98 are located at the old commune People's Committee headquarters, 67 are in new communes and 154 are located at cultural houses and village halls. Transaction activities are maintained smoothly, ensuring the safety of people and property. Localities proactively arrange locations, signs, and public information boards for people to easily access and monitor.
Ms. Vuong Thi Hai Van, Giang Dong village, Cam Duong ward shared: "Thanks to the 100 million VND loan from the job creation program, my family has the conditions to expand production, have a better income, and a more stable life." Mr. Mua A Vang, Rao Xa village, Mu Cang Chai commune said: "We H'Mong people used to only work in the fields, starving with only salt and rice. Thanks to the 50 million VND loan from the Vietnam Bank for Social Policies, I raised breeding cows and grew rice. Now my family has 12 cows and 5 sao of rice fields, and our life is much better."
According to Secretary of the Mu Cang Chai Commune Party Committee Giang A Cau, socio- political organizations in the area always promote a sense of responsibility, carry out the mandate well, and help capital reach the right people and the right targets. Not only in remote areas, but also in newly merged wards, Lao Cai Social Policy Bank also proactively coordinates with local authorities to ensure that disbursement, debt collection, interest collection, and savings deposit activities take place smoothly and safely.
Entering a new phase, the Provincial Social Policy Bank is focusing on implementing Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit. “Policy credit capital is the trust that the Party and State entrust to the people. Maintaining that smooth flow of capital is also maintaining the trust of the highland people in the Party and the government,” Mr. Tran Quang Son shared.
