Hai Phong LNG power project prepares to start construction

The Hai Phong LNG power plant project has a total estimated investment of up to 7.7 billion USD, invested by a consortium of Vingroup and VinEnergo. The project was granted an Investment Registration Certificate by the Hai Phong Economic Zone Management Board on June 23, 2025.

The Hai Phong LNG power plant project uses more than 98.5 hectares of land in Tan Trao Industrial Park and has a designed capacity of up to 4,800 MW, built and operated in two phases.

In the 2025 - 2030 period, investment will be made in 2 units with a total designed capacity of 1,600 MW, expected to generate electricity in the second and fourth quarters of 2029.

In the 2031-2035 period, investment will be made in 4 units with an expected capacity of 3,200 MW, expected to generate electricity in the quarters of 2031.

When fully operational, the plant can provide about 28.8 billion kWh of electricity per year, contributing to meeting the energy needs of the key economic region of the North and the whole country.

The plant uses imported LNG fuel, so the advantage of being close to the Van Uc River mouth, capable of receiving LNG ships up to 180,000 m3 and larger is a big advantage. There will be a port, a floating warehouse (including a regasification system) combined with a pipeline, meeting the needs of the Hai Phong LNG Power Plant with a total capacity of 4,800 MW being built.

Currently, the contractor is speeding up progress, mobilizing machinery, organizing construction in 3 shifts/day, striving to ensure the completion of infrastructure to serve the groundbreaking ceremony of the Hai Phong LNG Power Project.

Previously, Tan Trao Industrial Park (phase 1) was approved for investment by Hai Phong City People's Committee according to Decision No. 1799 dated June 11, 2025.

Tan Trao Industrial Park has a land use scale of 226.79 hectares, total investment capital of more than 4,000 billion VND, implementation time in 5 years 2025 - 2030 to complete procedures, site clearance, build technical infrastructure and call for investors.

Tan Trao Industrial Park project has a total recovered land area of 226.79 hectares, involving 1,600 households.

Up to now, the authorities have issued a decision approving the compensation and support plan for 299/299 individual households in Da Ngu village, with a total amount of 145.2 billion VND, the total recovered agricultural land area is 305,604.6 m2 (30.56 ha).

The locality also paid compensation and support to households in Da Ngu village on September 13 and 14, 2025, in order to hand over land to the investor to start construction of the Hai Phong LNG Power Plant Project.

On September 17, 2025, Kien Hung Commune People's Committee also issued Decision 896/QD-UBND on the allocation of 306,649.6 m2 of land in Da Ngu village, Kien Hung commune, Hai Phong city to Vinhomes Hai Phong Industrial Park Investment Joint Stock Company to implement the project of Tan Trao Industrial Park Infrastructure Development Investment Project (Phase 1).

The land use term is 50 years from the date the State decides to allocate land, lease land, or convert land use purposes.

The method of land allocation is without auctioning land use rights, without bidding to select investors to implement projects using land. The land price of the land type after changing the land use purpose at Location 1, Area 1, Road 363: Section from Tan Trao Medical Station to Duong Ao Ferry according to the regulations of Hai Phong City People's Committee is determined to be 850,000 VND/m2.
