Investment under public-private partnership method
According to the report of the Provincial People's Committee, in 2024, the People's Committee of Khanh Hoa province and the People's Committee of Lam Dong province submitted a proposal to the Prime Minister on the investment plan to build the Nha Trang - Da Lat expressway under the public-private partnership method (BOT contract with State capital participation). The project covers the entire Nha Trang - Da Lat - Lien Khuong route, with the starting point intersecting with the North - South expressway in the east in Dien Tho commune, the end point intersecting with the Lien Khuong - Prenn expressway (at the foot of Prenn pass) in Xuan Huong ward, Lam Dong province. The total length of the route is about 99km, of which the Nha Trang - Da Lat section is 80.8km long, the Da Lat - Lien Khuong section is 18.2km long. According to the proposal, the proposed investment scope of the Nha Trang - Da Lat section is 80.8km long, of which the section through Khanh Hoa province is about 44km long, the section through Lam Dong province is about 36.8km long. The proposed investment scope starts at Km0+00, intersecting with the North-South expressway in the east at Dien Tho commune (Khanh Hoa province); the end point is at Km80+810, Darahoa intersection, in Lam Vien ward (Lam Dong province).

The Nha Trang - Da Lat Expressway Project has a design speed of 80 - 100km/h, invested in one time according to the complete 4-lane expressway planning scale. The project has a total land use area of over 627ha (Khanh Hoa province 326.54ha, Lam Dong province 300.51ha), of which residential land is about 0.7ha, annual crop land is about 74.1ha, perennial crop land is about 56.4ha, forest land is about 409ha (special-use forest land of 99.9ha is all located in Lam Dong province), protective forest land is 218ha, production forest land is 172.1ha, other land is 5.5ha. The total investment of the project is over 25,000 billion VND. Investment preparation time is in the period of 2024 - 2025; investment implementation time is in the period of 2026 - 2028.
Proposal to assign Khanh Hoa Provincial People's Committee as the governing body
According to the report of the Provincial People's Committee, based on the explanation of the Khanh Hoa Provincial People's Committee in Document No. 3575 dated March 28, the Ministry of Construction issued a document stating that the traffic volume on National Highway 27C (connecting Khanh Hoa with Lam Dong) by 2030 compared to the current capacity is not large. However, traffic on National Highway 27C is very difficult during the rainy season, especially the section through Khanh Le Pass where landslides often occur every year. Meanwhile, traffic on National Highway 27B and National Highway 27 with a length of about 200km to connect Nha Trang - Da Lat takes a lot of time, making it difficult to attract vehicles to travel on these routes. Therefore, investment in the Nha Trang - Da Lat expressway before 2030 can be considered.

In addition, according to the opinion of Lam Dong Provincial People's Committee in Document No. 2211 dated August 21, the investment in the Nha Trang - Da Lat expressway is very necessary to form a horizontal traffic axis connecting the Central Highlands with the South Central Coast, connecting the Dau Giay - Lien Khuong expressway, and at the same time effectively linking with existing vertical axes. The invested route will contribute to effectively promoting infrastructure projects that have been and are being implemented, connecting important economic centers and seaports, meeting the increasing transportation demand, avoiding the monopoly of National Highway 27C in case of landslides. Thereby, creating new development space, growth momentum and strategic development space for the Central Highlands and South Central Coast on the basis of a synchronous and modern technical and social infrastructure system. At the same time, the project also has important significance in ensuring national defense and security, enhancing economic competitiveness, and contributing to the successful implementation of the country's socio-economic development goals and tasks.
Comrade Tran Hoa Nam - Vice Chairman of the Provincial People's Committee said that in Document No. 303 dated May 6, the Ministry of Construction assessed: With its proven capacity and experience in the role of the managing agency of the Khanh Hoa - Buon Ma Thuot Expressway Project and special-level projects, level I projects, the Khanh Hoa Provincial People's Committee is capable of taking on the role of the managing agency of the Nha Trang - Da Lat Expressway Project. Therefore, the Provincial People's Committee has proposed the Ministry of Construction to propose and report to the competent authority for consideration and consensus on assigning the Khanh Hoa Provincial People's Committee as the competent authority to implement the project to have sufficient basis to implement the next steps in accordance with current regulations. After being assigned authority, the Provincial People's Committee will call on investors to prepare for investment in the Nha Trang - Da Lat Expressway Project (pre-feasibility study report, feasibility study report) or will proactively carry out investment preparation work in accordance with authority, order and procedures as prescribed.
National Highway 27C is the only route connecting Nha Trang with Da Lat. On the route, there is Khanh Le Pass, about 30km long, with winding and rugged terrain, which is not convenient for heavy-duty vehicles. National Highway 27C often has landslides during the rainy and stormy season and serious traffic accidents. Currently, National Highway 27C has a maximum capacity of 10,000 PCU (equivalent to about 4,200 5-seat vehicles/day and night). With the increasing demand for transporting goods by heavy-duty vehicles from the Central Highlands to the seaports of the South Central Coast, the need to connect the two key tourist centers of the country, Da Lat and Nha Trang, by a high-quality and safe route is increasing, so investing in a highway connecting the two tourist destinations is necessary and urgent.
