Started on April 19, the Bien Hoa - Vung Tau Expressway Connection Project with a total investment of up to 13,900 billion VND, has a total length of 16.39 km, passing through Tam Long ward, Long Dien commune and Phuoc Thang ward, Ho Chi Minh City.
The project's starting point starts from the intersection of National Highway 56, Tam Long Ward, directly connecting to Bien Hoa - Vung Tau Expressway, the end point is at the roundabout between Road 51B and 51C, Phuoc Thang Ward - a key location at the strategic gateway of Vung Tau sea tourism . Designed according to modern urban expressway standards, the project consists of three main sections, with a cross-section of 67m, a design speed of 80 - 100 km/h.
The connecting road project has 3 component projects, the first component project from National Highway 56 to Vung Van intersection has a total investment of more than 6,707 billion VND, implemented in the period of 2023 - 2027. Currently, the project has started two construction packages. Package No. 34 started in April 2025, expected to be completed by the end of 2026. Package No. 35 started in June 2025, expected to be completed in December 2026. Items such as roadbed construction, drainage system, bored piles, Super T beams are being actively implemented by the contractor.
The second component project, from Vung Van intersection to DT994 coastal road, has a total investment of more than 5,193 billion VND. The site clearance in Long Dien commune and Phuoc Thang ward has handed over most of the area to the contractor. The project consists of two main packages; of which, package No. 31 started construction in December 2024, and is currently constructing the roadbed and overpass at DT994 intersection; package No. 30 is expected to start construction in November 2025.
The third component project, from the DT994 coastal road to the 51B and 51C roundabouts, has a total investment of nearly VND2,000 billion. Currently, the site clearance has reached more than 81% of the area. Construction package No. 28 started at the end of June 2025, and is constructing the foundation and bored piles for the intersection overpass, expected to be completed in August 2026.
Recorded at the construction site of the first component project from Highway 56 to Vung Van intersection, the work is being carried out by Dat Phuong Group Joint Stock Company in package 34. Despite the unfavorable weather with continuous rain for many days in the past weeks, the workers and engineers of the group still take advantage of the time when the rain stops to return to the construction site. The unit is deploying 3 shifts, 4 teams working through the night to meet the progress committed to the project investor.
Package 34, which is managed by Dat Phuong Group Joint Stock Company, is over 2 km long on the Bien Hoa - Vung Tau expressway connecting road project, from pillar 30 to pillar 74. The unit will construct 43 pillars, 44 bridge decks and 440 girder lines, with a total value of over 700 billion VND. The contractor is deploying 290/394 bored piles, has constructed 18/43 foundations, and is constructing approach spans at pillars T38-T39. The disbursement value up to the end of September 2025 is over 300 billion VND. It is expected that this package will be completed in November 2026.
However, according to Mr. Hoang Ngoc Cuong, Commander in charge of the 34-part package undertaken by Dat Phuong Group Joint Stock Company, this package is still stuck with the work of clearing the land of 8 households in Tam Long Ward and Ba Ria Ward that have not been relocated, causing difficulties for the contractor in implementing the project. "We really hope that the locality will soon relocate the households, to hand over the land to the construction unit to implement in time according to the schedule committed to the investor," said Mr. Cuong.
According to the representative of the Ba Ria - Vung Tau Transport and Civil Project Management Board (Ho Chi Minh City People's Committee), although the Bien Hoa - Vung Tau expressway connecting project has been allocated medium-term capital and many bidding packages have been started, site clearance is still a bottleneck.
Particularly in the component project from National Highway 56 to Vung Van intersection, there are still 78 cases that have not yet handed over the site; in which, there are many cases that have received money, signed the site handover minutes but have not yet dismantled the construction to hand over the site to the investor, mainly concentrated in Tam Long and Ba Ria wards.
At the component project from Vung Van intersection to the DT994 coastal road in Phuoc Thang ward, the land acquisition area is 26.16 hectares; the number of affected households is 160 cases, but 18 cases have not yet received compensation for site clearance. At the third component project, from the DT994 coastal road to the 51B, 51C roundabouts, there are also 88 cases that have not yet received compensation for site clearance. The unsynchronized handover has affected the construction progress and led to delays in disbursement of public investment capital. Currently, the localities where the project passes through are still making efforts to propagate and mobilize people to promptly hand over the site to the investor.
The Bien Hoa - Vung Tau Expressway Project is a key infrastructure project of Ho Chi Minh City. When completed, these projects will directly connect the Bien Hoa - Vung Tau Expressway with main routes and coastal roads, reducing the load on National Highway 51, shortening travel time, promoting the development of seaports, logistics, tourism and industry in the Southeast region. This is also an important premise for Ho Chi Minh City and localities in the region to maximize the advantages of infrastructure, attract investment, and form new growth poles.
