The project to renovate and upgrade National Highway 279 was approved by the People's Committee of Quang Ninh province in Decision No. 3568/QD-UBND dated December 6, 2022, invested by the Project Management Board (PMU) for investment in construction of agricultural and rural development works (NN&PTNT) of Quang Ninh province, to be implemented in the period of 2022-2025 with a total investment of more than VND 1,800 billion from the provincial budget.

The project is 8.1km long, starting at the intersection with National Highway 18, Quang Hanh Ward, Cam Pha City; ending at the Ha Long - Van Don Expressway Interchange (Dong La Interchange), Vu Oai Commune, Ha Long City.

According to Tien Phong newspaper , at Quang Hanh intersection, Cam Pha city, the starting point of Highway 279 intersecting with Highway 18, the contractor has completed one span of the overpass. This is the intersection with Highway 18, with a large slope. Previously, this intersection often had cases of trucks losing control, causing traffic accidents.

At Dien Vong bridge area, the contractor has completed the construction of piers and piers, finished casting I33 girder and is preparing to install girder to cross the river. However, there is still no access road to the bridge at both ends of the bridge.

A representative of the Project Management Board for Investment in Construction of Agricultural Works and Rural Development in Quang Ninh Province admitted that the project is under slow construction and is at risk of not being completed on time in 2025.

According to the investor, the reason is that the site clearance work has not been ensured according to plan, forcing the contractor to organize construction at a slow pace at the sites that have been handed over.

There are about 100 households and more than 20 organizations and businesses that are subject to site clearance, mainly located at Quang Hanh intersection, Cam Pha City. Because there is no site clearance plan and the site has not been handed over, contractors cannot mobilize machinery and equipment to work simultaneously on the route.

There are some locations that have flat ground but are in the middle of the elevation, making it impossible to construct the roadbed from the bottom up. Some locations cannot dump soil because the project follows the balanced excavation and embankment process.

Currently, Ha Long City and Cam Pha City have just handed over the area managed by the State to the investor. After having the site, the investor requested the contractors to take advantage of the dry season to urgently mobilize machinery for construction.

Due to difficulties in construction site, contractors were forced to organize the casting of beams and components at a location nearly 5km away from the construction site.
