There is still a lot of room for defense cooperation between Vietnam and Türkiye.

The Vietnamese Minister of National Defense affirmed that over nearly 50 years of establishing diplomatic relations, the friendship and multifaceted cooperation between Vietnam and Türkiye have been continuously strengthened and developed.

Implementing the plan to welcome the Presidium of the Turkish Defense Industry Agency to visit and work in Vietnam from October 13-14, on the afternoon of October 13, at the headquarters of the Ministry of National Defense (Hanoi), General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the reception and held talks with Mr. Haluk Gorgun, Chairman of the Turkish Defense Industry Agency (under the Office of the President of the Republic of Turkey).

Speaking at the talks, the Vietnamese Minister of National Defense affirmed that over the past 50 years of establishing diplomatic relations (1978-2025), the friendship and multifaceted cooperation between Vietnam and Turkey have been continuously strengthened and developed. There is still a lot of room for cooperation between the two countries, including in the defense field.

General Phan Van Giang emphasized that this visit by the Chairman of the Turkish Defense Industry Agency is very important and is a positive and effective step in implementing the commitment to strengthen defense industry cooperation agreed upon by the two countries' senior leaders in the Vietnam-Turkey Joint Statement, during the official visit to Turkey by Prime Minister Pham Minh Chinh in November 2023.

At the talks, the two sides discussed the world and regional situation and issues of mutual concern.

General Phan Van Giang emphasized that Vietnam is steadfast in its "four no's" defense policy (no participation in military alliances; no ally with one country to fight another; no allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries; no use of force or threat of use of force in international relations).

Vietnam wishes to expand bilateral and multilateral defense cooperation on the basis of equality and mutual respect for common interests, contributing to maintaining peace, stability, cooperation and development in the region and the world.

With the policy of multilateralization, diversification, equal cooperation and mutual benefit with all partners, including Türkiye, Vietnam's purchase of defense equipment from partners, whether from Turkey or any other country, is aimed at strengthening the country's defense capabilities, serving the purpose of protecting the Fatherland and protecting peace.

Vietnam is interested in international cooperation in the defense industry, aiming for self-sufficiency in the production of military equipment.

The Vietnamese Minister of National Defense assessed that in recent times, bilateral defense industry cooperation has been promoted by both sides, achieving many positive results.

The two sides have made efforts to jointly develop and sign a Memorandum of Understanding on defense industry cooperation in July 2025, thereby creating a framework to promote and further strengthen cooperation in the defense industry, in accordance with the needs and capabilities of both sides.

In addition, high-level delegation exchanges between the two Ministries of Defense have been enhanced, contributing to promoting defense cooperation and defense industry; supporting and actively participating in defense industry exhibitions and fairs organized by each side...

Regarding the direction of cooperation in the coming time, on the basis of the Memorandum of Understanding on defense industry cooperation that the two sides signed in July 2025, General Phan Van Giang suggested that the two sides continue to coordinate, bringing defense industry cooperation between the two countries increasingly into depth and substance, focusing on a number of contents such as continuing to increase the exchange of delegations at all levels; sharing and updating information, laws, and policies on purchasing defense products of each side; supporting and participating in defense exhibitions organized by each side...

General Phan Van Giang affirmed that the Vietnamese Ministry of National Defense is ready to support and create conditions for Turkish defense industry enterprises to continue to exchange and contact with agencies and units of the Vietnamese Ministry of National Defense to introduce products as well as explore areas of cooperation suitable to the needs and capabilities of both sides.

On this occasion, Minister Phan Van Giang also thanked the Chairman of the Turkish Defense Industry Agency Haluk Gorgun for twice sending representatives of the Defense Industry Agency and Turkish defense industry enterprises to attend the Vietnam International Defense Exhibition in 2022 and 2024; at the same time, he hoped that Mr. Haluk Gorgun, the leaders of the Ministry of Defense and Turkish defense industry enterprises would continue to pay attention and support Vietnam in organizing the 3rd International Defense Exhibition scheduled to take place in 2026.

Sharing with Vietnam about the loss and damage to people and property caused by recent storms, Chairman of the Turkish Defense Industry Agency Haluk Gorgun emphasized that this visit demonstrates a strong commitment to promoting cooperation between the two sides.

Affirming that the Memorandum of Understanding on defense industry cooperation signed by the two sides is an important foundation for implementing joint projects between the two countries, while creating trust and safety in cooperation, Mr. Haluk Gorgun hopes that in the coming time, the two countries will further consolidate and strengthen bilateral defense cooperation, and actively research to expand new potential areas of cooperation./.
