On October 14 in Hanoi, the Department of Cyber Security and High-Tech Crime Prevention and Control - Ministry of Public Security organized the Program to launch the Campaign "Anti-online fraud in 2025 - 'Slow but sure'.
The program is accompanied by the National Cyber Security Association (NCA), TikTok Vietnam and press agencies, digital content creators on the TikTok platform.
In the context of increasingly sophisticated forms of online fraud, the Campaign is deployed nationwide, taking place from October to December 2025. The Campaign aims to equip the community with information, skills and tools to proactively identify signs of fraud, while equipping them with skills and measures to prevent risks and fraud tricks in cyberspace.
The central message of the campaign is the 3C safety formula. Accordingly, SLOW to verify: Always verify the source of information before sharing or transacting; BLOCK to prevent risks: Recognize warning signs, set up account protection layers and configure device security; SURE to protect the community: Report suspicious behavior, support each other, and keep the network environment safe.
The work of propaganda and combating online fraud has received the participation and response of online platforms, social organizations, media enterprises, press agencies, and digital content creators.

Colonel Ha Van Bac - Deputy Director of Department A05 (Ministry of Public Security) emphasized: “In recent times, we highly appreciate the initiative and sense of responsibility of online platforms, social networks and technology enterprises when accompanying state management agencies in propaganda, warning and preventing online fraud. Platforms such as TikTok and Google have actively spread messages of cyber safety communication to tens of millions of users. This is proof that fighting online fraud is not only the task of the police force, but also the shared responsibility of the entire digital ecosystem. We hope that this initiative will continue to be expanded, towards building a safe, transparent and trustworthy Vietnamese cyberspace."
From October to the end of December 2025, the Campaign will be deployed with many communication, warning and community interaction activities nationwide, specifically building propaganda reports on media and newspapers with topics surrounding the issue of identifying and preventing online fraud.
Millions of TikTok users in Vietnam will be sent warnings, messages and safety guidance emails when users search for keywords related to scams on the TikTok platform.
The program will coordinate to release warning content and safety instructions with experts from the Department of Cyber Security and High-Tech Crime Prevention (A05) - Ministry of Public Security and the National Cyber Security Association (NCA).
The organizers will organize workshops and seminars (online and in person) to update knowledge, share identification skills and tools, and measures to handle situations with signs of suspected online fraud.
TikTok will also launch the #ChamMaChac and #LuaDaoTrucTuyen hashtag challenges, encouraging the community to create videos to share experiences, tips on recognizing and avoiding scams. At the same time, the program will also build and release 3 central videos in a youthful style, keeping up with trends on the topic of online scams to attract attention and increase interaction, especially with young users.

These activities are all aimed at raising awareness and equipping skills for each citizen when participating in interactions in cyberspace.
Mr. Vu Duy Hien - Deputy Secretary General of the National Cyber Security Association (NCA) shared: “Education and awareness raising are the key for each citizen to proactively protect themselves. The campaign “Anti-online fraud in 2025” with a diverse approach, from the direction of the A05 Department to the participation of the community and content creators, is an effective communication model. We believe that, when experiencing cyberspace with the spirit of 'Slow but sure,' each of us will become a strong link in the network connecting the community together to fight against the problem of online fraud."
The campaign "Anti-online fraud by 2025 - Slow but steady" represents an important step forward in the efforts and cooperation of the whole community in protecting users in cyberspace, and is also a practical action responding to the spirit of the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention)./.
