It is expected that after the arrangement, Kim Thanh will be one of two localities with the fewest number of commune-level administrative units in the province.

Kim Thanh is also one of two localities (along with Gia Loc district) with the least number of administrative units in the province after the rearrangement.

Specifically, Kim Thanh 1 commune was established on the basis of merging the entire natural area and population of Phu Thai town, Kim Xuyen, Kim Anh, Kim Lien communes; a part of the natural area and population of Thuong Quan commune (Kinh Mon). After the arrangement, Kim Thanh 1 commune has a natural area of 28.89 km ² and a population of 46,234 people. The commune's office is located at the current headquarters of the District Party Committee, People's Council and People's Committee of Kim Thanh district.

Establishment of Kim Thanh 2 commune on the basis of merging the entire natural area and population of Lai Khe commune; a part of the natural area and population of Vu Dung and Tuan Viet communes; a part of the natural area and population of Thanh An and Cam Viet communes (Thanh Ha); a part of the natural area and population of Cong Hoa commune (Nam Sach). After the arrangement, Kim Thanh 2 commune has a natural area of 30.07 km ² and a population of 42,885 people. The commune's working headquarters is located at the current headquarters of the Party Committee, People's Council and People's Committee of Lai Khe and Vu Dung communes.

Establish Kim Thanh 3 commune on the basis of merging the entire natural area and population of Ngu Phuc, Kim Dinh and Kim Tan communes. After the merger, Kim Thanh 3 commune is 23.66 ^km2 wide, with a population of 28,785 people; its headquarters are currently located in Ngu Phuc and Kim Dinh communes.

Establish Kim Thanh 4 commune on the basis of merging the entire natural area and population of Dong Cam, Dai Duc, Tam Ky communes; a part of the natural area and population of Hoa Binh commune; a part of the natural area and population of Thanh Quang commune (Thanh Ha). After the arrangement, Kim Thanh 4 commune has a natural area of 34.86 ^km2 and a population of 42,915 people. The commune headquarters is located in Hoa Binh and Dong Cam communes today.

Voters of Tam Ky commune learn about information on the arrangement of administrative units at the provincial and communal levels, which is publicly posted at the headquarters of the Commune People's Committee.

According to the Steering Committee for the arrangement of commune-level administrative units in Kim Thanh district, on April 19, Kim Thanh district began to collect voters' opinions on the Project to merge Hai Duong province and Hai Phong city, establish Hai Phong city directly under the Central Government and the Project to arrange commune-level administrative units in Hai Duong province.

Kim Thanh district currently has 14 communes and towns; natural area 115.07 km2, population 159,547 people.

In the period 2019-2021, implementing the administrative unit arrangement, Kim Thanh district reduced from 21 communes and towns to 18 communes and towns. In the period 2023-2025, the district reduced from 18 communes and towns to 14 communes and towns.
