The Ministry of Industry and Trade has just issued Official Dispatch No. 7149/CD-BCT on the implementation of response to storm Ragasa to the Department of Industry and Trade of provinces and cities from Quang Ninh to Da Nang; the National Power System and Electricity Market Operation Company; corporations and general companies in the industry and trade sector; owners of hydropower dams and mineral exploitation projects in provinces and cities from Quang Ninh to Da Nang.
According to forecasts, this could be the strongest storm in the East Sea since the beginning of the 2025 storm season. It is forecasted that around the evening of September 22, super typhoon Ragasa will enter the East Sea and become storm number 9. After entering the East Sea, the storm will move in a West-Northwest direction at a speed of 15-20 km/h and continue to strengthen.
This is forecast to be a very strong storm, moving at a very fast speed, with a strong intensity similar to the YAGI storm in 2024. In order to proactively respond to the storm's developments, ensure the safety of people's lives, limit damage to people's and State's property, Minister of Industry and Trade Nguyen Hong Dien requested units in the industry and trade sector to focus on directing and responding to the storm with the highest spirit and responsibility, strengthen the on-duty team for natural disaster prevention, closely monitor the developments of Ragasa storm from the National Center for Hydro-Meteorological Forecasting to promptly deploy measures to respond to natural disasters caused by the storm.
The Minister noted that the Departments of Industry and Trade of provinces and cities from Quang Ninh to Da Nang direct hydropower dam owners in the area to seriously implement the inter-reservoir operation process, single-reservoir operation process, dam protection plan, and emergency response plan approved by competent authorities.
The dispatch also noted the implementation of plans to reserve goods, supplies, and essential necessities, focusing on areas frequently affected by natural disasters, remote areas, and areas prone to isolation; closely coordinate with local authorities at all levels to effectively implement on-site reserve plans, market stabilization plans/plans to ensure essential goods, necessities, and goods with high consumer demand when natural disasters occur;
On the other hand, localities urgently synthesize and report to the Ministry of Industry and Trade before September 24 on the results of inspection and assessment of the safety of dams and hydroelectric reservoirs in the areas under their management to serve the direction and operation of storm response.
The Minister of Industry and Trade requested Vietnam Electricity (EVN) to direct units managing and operating hydropower projects under its management to seriously perform the assigned tasks in the Official Dispatch; strengthen safety inspection of the power grid system and power projects under its management. Timely detect and fix weak points with risks of electrical safety such as grounding locations, lightning protection, isolation switches, insulators, etc.
For the National Electricity System and Market Operator (NSMO), the Minister requested the development of scenarios for operating the national electricity system to respond to major incidents that may occur due to the impact of natural disasters; the plan takes into account technical contingencies to maintain the stability of the electricity system...
"Hydropower dam owners must strictly comply with the operating procedures for inter-reservoirs and single-reservoirs approved by competent authorities, especially when unusual situations arise; operate scientifically, ensure absolute safety for the project, prevent artificial floods, and contribute to reducing floods downstream," the dispatch stated.
In addition, the Ministry of Industry and Trade requires units to fully equip satellite communication equipment and provide satellite phone numbers and operating command receiving points to the Chairman of the Provincial People's Committee, Head of the Provincial Civil Defense Command, Director of the Department of Industry and Trade, Chairman of the Commune and Ward People's Committees and the Department of Industrial Safety and Environment, Ministry of Industry and Trade to ensure that information on direction and operation of natural disaster response is kept uninterrupted; regularly report information on reservoir operation data to the above-mentioned authorities for monitoring and timely direction of storm response.
In the Official Dispatch, the Ministry of Industry and Trade requested that the units of the industry and trade sector strictly implement this Official Dispatch, prepare forces, equipment, means and materials to promptly respond to natural disasters. In particular, closely coordinate with authorities at all levels in responding to natural disasters and participating in rescue when required. Organize 24/24h on-duty, regularly report information to the Standing Office of the Civil Defense Command of the Ministry of Industry and Trade.
