Making Dong Nai soon become the region's aviation and high-tech economic center

Comrade Phan Dinh Trac, Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission attended and delivered a speech directing the Congress.

The Party Central Committee, General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man , and Standing member of the Secretariat Tran Cam Tu sent flower baskets to congratulate the Congress.

Attending the Congress were former Politburo members: Former President Nguyen Minh Triet, Truong Tan Sang; former National Assembly Chairwoman Nguyen Thi Kim Ngan; former Standing member of the Secretariat Le Hong Anh; members of the Party Central Committee, representatives of leaders of central departments, ministries and branches; Party Committee, Command of Military Region 7; leaders and former leaders of Dong Nai province, Binh Phuoc province (old) through the terms... Attending the Congress were 450 official delegates, representing more than 131,000 party members in the entire provincial Party Committee.

"Golden opportunity" for Dong Nai to grow rapidly

The 1st Dong Nai Provincial Party Congress with the theme "Building a clean, strong, united, disciplined and responsible Party and political system; ensuring national defense, security and border sovereignty; mobilizing and effectively using all resources, developing a green, prosperous, civilized and modern Dong Nai province". The Congress' motto is "Solidarity - pioneering - breakthrough - integration - development".

Secretary of Dong Nai Provincial Party Committee Vu Hong Van emphasized that in the 2020-2025 term, the province has drastically deployed flexible and effective solutions to successfully implement resolutions of Party Congresses at all levels.

Party building and political system building have been focused on and have seen significant changes. The economy continues to grow at a high rate, with economic growth in the 2021-2025 period reaching 7.11% per year; budget revenue is higher than forecast; the investment and business environment has improved. Culture and society have made much progress; social security has been taken care of; people's material and spiritual lives have been improved. National defense and security have been maintained, and social order and safety have been ensured.

In addition to the achievements, there are still many difficulties and limitations that need to be overcome. Therefore, this Congress must promote the spirit of self-criticism, seriously review and comprehensively evaluate, draw lessons, and propose tasks and breakthrough solutions for the new development stage.

The political report at the Congress said that in the 2020-2025 term, the work of building the Party and the political system achieved many important results, contributing to improving the Party's comprehensive leadership capacity. Every year, 94.71% of grassroots party organizations and 94.95% of party members completed their tasks well or better.

Total budget revenue in the 2021-2025 period reached over VND 378,000 billion; total social development investment capital was over VND 725,000 billion; science and technology activities, innovation and digital transformation had positive changes; Dong Nai's public service provision was always among the top 10 provinces and cities in the country.

High-tech agricultural models, organic agriculture, agricultural processing industry developed; trade, services, tourism, and logistics developed strongly. Administrative reform achieved clear results.

The Dong Nai Party Executive Committee acknowledged that the above results were achieved thanks to the attention, leadership and regular direction of the Central Committee; the solidarity and unity in the leadership and direction of the Provincial Party Executive Committee, Party committees and authorities at all levels; the synchronous and smooth coordination of the entire political system; and the efforts of cadres, party members, people of all walks of life and the business community.

In the 2020 - 2025 term, the Dong Nai Provincial Party Committee recognized that there were still some shortcomings and limitations. In particular, the implementation of some Party resolutions was sometimes slow; some cadres, party members, including leaders and managers, violated the law and had to be disciplined.

Economic growth is not really sustainable; the connection between industry - trade - services - agriculture is still not tight; infrastructure connection is slow to deploy; high-tech industries, services, and logistics have not developed proportionately; the contribution of science, technology, and innovation is still limited; cultural development is not on par with economic development...

The political report emphasized that Dong Nai has advantages in terms of area and population; urban areas for university education are gradually being formed; it is a "livestock capital" with many branded agricultural products; it has great potential for eco-tourism and resorts; Long Thanh airport urban area and Dong Nai river corridor become "dual driving forces" for development; the work of building the Party, government and national defense and security is solid. This is a large development space, a "golden opportunity" for Dong Nai province to grow rapidly.

Turn Dong Nai into an economic center of aviation, logistics, and high technology

In the 2025-2030 term, the Provincial Party Committee clearly defined its development viewpoint, set out general goals, 29 main targets by 2030; 8 groups of tasks, main solutions and 3 breakthrough tasks to comprehensively cover the new development space of Dong Nai province.

In his speech at the Congress, comrade Phan Dinh Trac emphasized that the Politburo highly appreciated the meticulousness, thoughtfulness, seriousness, science and open-mindedness of the Dong Nai Provincial Party Committee in preparing for the Congress. The draft documents and personnel plans for the 1st Provincial Party Congress closely followed the major ideas and viewpoints stated in the draft documents of the 14th National Party Congress and the local practical situation, in accordance with Directive No. 45-CT/TW of the Politburo and the Central Committee's guiding documents on organizing Party Congresses at all levels, towards the 14th National Party Congress.

Comrade Phan Dinh Trac assessed that the achievements of Dong Nai in recent times are the result of the persistent and continuous efforts of the Party Committee, government and people of the two provinces of Dong Nai and Binh Phuoc in the past. In particular, the heroic and steadfast tradition of the heroic revolutionary homeland has been promoted, the experience of many generations of cadres has been inherited, the Party's innovation policy has been creatively and effectively applied to local practice and the attention and support of the Central Government to create the foundation and potential of Dong Nai as it is today.

Besides the important results achieved, comrade Phan Dinh Trac said that Dong Nai still has shortcomings and limitations as mentioned in the Political Report. The economy has grown quite well but the economic structure has not really shifted sustainably, there has been no breakthrough in high-tech industry; some socio-economic indicators have not reached the targets set out in the resolution; infrastructure is still lacking in synchronization, especially connecting traffic infrastructure, urban infrastructure, etc.

Comrade Phan Dinh Trac noted that the Congress deeply analyzed the situation and characteristics of the locality, clearly saw the potential, advantages, opportunities, advantages and difficulties, challenges, thoroughly grasped the requirements for national development in the new era and the breakthrough Resolutions of the Central Committee, thereby determining the direction, goals and tasks for Dong Nai's development in the coming term.

The Congress announced the Politburo's Decision appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Dong Nai Provincial Party Committee for the 1st term, 2025-2030 term. Of which, the Executive Committee of the Dong Nai Provincial Party Committee for the 1st term consists of 68 comrades; the Standing Committee consists of 15 comrades. Comrade Vu Hong Van was appointed to hold the position of Secretary of the Provincial Party Committee, Head of the Delegation of the 15th National Assembly of Dong Nai province.

Deputy Secretaries of the Provincial Party Committee include comrades: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.

The Politburo decided to appoint the Inspection Committee, Chairman and Vice Chairman of the Provincial Party Committee's Inspection Committee for the 2025-2030 term; and at the same time decided to appoint 35 official delegates and 4 alternate delegates of the Dong Nai Provincial Party Committee to attend the 14th National Congress of the Party.
