The government will increase public spending on artificial intelligence.

To develop artificial intelligence (AI), a market for AI must be created, so the Government will increase public spending on AI. The National Technology Innovation Fund (NATIF) will allocate a significant portion of its budget to support AI applications and implement a public procurement mechanism that prioritizes domestic digital technology solutions.

On October 9, the Vietnam Association of Software and Information Technology Services (VINASA) organized the Vietnam Artificial Intelligence Forum - AI360 2025 with the theme "Building Smart Enterprises and Society with AI".

Vietnam Artificial Intelligence Forum – AI360 is positioned as an annual national forum on artificial intelligence (AI), a place where managers, experts, research institutes and businesses gather to discuss, share and cooperate to make AI a new growth driver of Vietnam's digital economy .

Mr. Nguyen Khac Lich, Director of the Department of Digital Technology Industry, Ministry of Science and Technology, said: In recent years, Vietnam has been asserting its increasingly high position on the world AI map. According to the Global AI Readiness Index 2024 Report by Oxford Insights, Vietnam ranked 59/193 countries, in the Top 5 ASEAN, and for three consecutive years exceeded the global average.

Investment capital and AI applications are also accelerating strongly. In just one year, investment capital in domestic AI enterprises increased from 10 million USD (2023) to 80 million USD (2024) – an 8-fold increase. AI is present in all fields: finance, healthcare, e-commerce, manufacturing, smart cities, contributing to solving practical problems of the country.

“The Vietnamese government has identified artificial intelligence as one of the pillars of the national digital technology industry. The Ministry of Science and Technology has been updating the National AI Strategy to 2030, and is preparing to submit a draft AI Law, an important step to perfect the institution, ensuring that AI is developed transparently, safely and responsibly. AI development is not just a technological problem – it is also a problem of the market, of people and of trust. We will build a National AI Supercomputing Center, develop open shared AI data, and strongly promote “AIization” in enterprises, state agencies and social life,” said Mr. Nguyen Khac Lich.

“To develop AI, we must create a market for AI. Therefore, the Government will increase public spending on AI. The National Technology Innovation Fund (NATIF) will allocate a significant portion of its budget to support AI applications, while implementing a public procurement mechanism that prioritizes domestic digital technology solutions. We need to turn the domestic market into a launching pad to nurture and elevate Vietnamese AI businesses, helping them reach out to the region and the world,” said Mr. Nguyen Khac Lich.

Mr. Nguyen Van Khoa, Chairman of VINASA, commented: Artificial intelligence has never developed as fast, strong and profound as it is today. If 2023 is "The Year of POCs" (the year of pilot projects), then 2025 will be "The Year of business value" (the year of real business value). The wave of Generative AI and especially AI Agents, systems capable of autonomous operation, are completely changing the way of doing business and managing. AI has become the new energy for the global economy, similar to electricity or the Internet in the last century.

For Vietnam, this is not just a trend, but a golden opportunity to accelerate development. Google predicts: Vietnam's AI market is expected to reach 1.52 billion USD by 2030, with a stable growth rate of about 16% per year.

According to Mr. Tran Huy Tung, Director of R&D ELCOM Corporation, AI transformation contributes to improving the efficiency of the 2-tier government model. The 2-tier government model and the trend of streamlining the apparatus are putting direct pressure on the grassroots staff such as: the shortage of people but the workload has increased dramatically, with up to 1,065 tasks having been decentralized and pushed down to the commune level.

A statistic when deploying is summarized: Each grassroots officer, if having AI Assistant 24/7 to guide professional work according to regulations, reduces 60% of search time, improves file quality. Chatbot for public services, classifying and automatically redirecting files, expecting to process 70% is common with people.

At the discussion, experts and representatives of management agencies all agreed that there are two tasks that are taking up most of the workload of civil servants: document processing and reporting. For document processing, there will be assistants, AI chatbots that support multiple channels on applications, on the web or at kiosks. For management and reporting systems, there is a need for fully AI solutions with the ability to customize and flexibly meet the needs in a simple way for officers without IT expertise, completely replacing the old software system.

AI will help two-level governments forecast situations, automate processes, operations, and public services, helping governments improve operational efficiency and staff capacity, thereby bringing positive effects and citizen satisfaction.
