EVN accumulated loss of 44,792 billion VND, Ministry of Industry and Trade proposed to calculate the loss into retail electricity price

The Ministry of Industry and Trade has just submitted a draft document to the Government on the draft decree amending and supplementing a number of articles of Decree 72 of the Government on the mechanism and time for adjusting average retail electricity prices.

The Electricity Law stipulates that retail electricity prices are reflected and promptly adjusted according to actual fluctuations in input parameters, compensating reasonable and valid costs with reasonable profits to ensure safety and development of business capital of enterprises, in accordance with socio-economic conditions of each period and level of competitive electricity market.

Ensure the principle of calculating reasonable and valid costs

Currently, the implementation of the mechanism for adjusting the average retail electricity price is carried out according to the provisions of Decree 72. Therefore, recently, Vietnam Electricity Group (EVN) has implemented the construction and calculation of the average retail electricity price according to the regulations for adjusting the average retail electricity price annually and during the year.

The Ministry of Industry and Trade believes that the implementation of the above regulations has many positive points, ensuring transparency, convenience and solving many existing problems, helping to adjust electricity prices promptly and flexibly.

However, in actual implementation, there are still some contents that need to be considered and adjusted to ensure the principle that all reasonable and valid costs need to be calculated and adjusted into the retail electricity price.

On that basis, the Ministry recommends that Decree 72 should be amended and supplemented to allow the recovery of direct costs for electricity production and supply that have not been calculated and fully compensated in the previous average retail electricity price.

In order for the retail electricity price to be resolved promptly for the electricity unit to recover enough costs, contributing to the preservation and development of the enterprise's business.

Also according to the draft, the Ministry of Industry and Trade said that from EVN's report, due to the impact of the geopolitical situation in the world, the cost of purchasing electricity increased in the period of 2022 - 2023, leading to many difficulties in production and business activities of EVN when the accumulated loss of these 2 years was about 50,029 billion VND.

By 2024, the accumulated loss of parent company EVN will still be about 44,792 billion VND.

Proposal to add loss to price

The Ministry of Industry and Trade believes that this fact leads to a decrease in state investment capital in EVN, which cannot preserve state investment capital in the enterprise. Therefore, if it is not calculated to recover in the electricity price, it will not be able to compensate in time for the decrease in state investment capital in previous years.

Therefore, the Ministry said that EVN has proposed to the Minister of Industry and Trade to report to the Government for permission to calculate accumulated losses, which are costs directly serving the production and supply of electricity that have not been calculated and compensated in the average retail electricity price, and will be included in the retail electricity price.

On that basis, the Ministry proposed to amend the provisions of Decree 72 to allow expenses to be calculated but not fully included in the average annual retail electricity price. This ensures timely reflection and adjustment according to actual input fluctuations and compensation of reasonable and valid expenses with reasonable profits.
