
According to EVN, the subjects participating in the trial are large production customers directly sold electricity by EVN and its member units, with an average electricity consumption of 200,000 kWh/month or more (average of the last 12 months).
The trial calculation on paper with actual data is to prepare for the implementation of the policy of applying two-component electricity prices as prescribed in Article 50 of the Electricity Law (amended) in 2024.
This is an important step towards replacing the current single-component electricity tariff, ensuring compliance with technical infrastructure, legal framework and customer adaptability.
According to EVN, the two-component electricity price includes: Capacity price (Cp × Pmax): reflects the fixed cost for the maximum capacity customers use in the month; electricity price (Ca × Ap): reflects the variable cost according to the actual electricity consumption.
Thus, the electricity bill that customers have to pay will consist of two parts: the payment for the largest capacity used (fixed cost) and the payment for the consumed electricity (variable cost). This mechanism helps encourage customers to manage their electricity needs more effectively, because if the same consumption output but the maximum capacity (Pmax) is reduced, the electricity bill will decrease, at the same time helping the electricity industry reduce the maximum load capacity of the system, saving investment and operating costs.
According to EVN, the trial price list is built according to each voltage level. The power price ranges from about 209,000 to 286,000 VND/kW/month, while the electricity price (variable part) is divided into three time frames - peak, normal and off-peak, with an average price of 843 to 2,251 VND/kWh, depending on the voltage level and time of electricity use.
From October 2025, the corporations and power companies will send notices of the results of the experimental electricity bill calculation to participating customers, comparing the current price list and the two-component price list. EVN affirmed that this is only a paper-based test activity, not yet applied to actual electricity bills.

The pilot implementation is a necessary preparatory step for the Vietnamese electricity industry to officially apply the two-component electricity price mechanism, ensuring correct and adequate calculation of electricity supply costs, while encouraging the economical, efficient and sustainable use of electricity.
