Opening the key activities of the 3rd Ninh Binh Festival in 2024 is the fashion show "Ninh Binh - Ao Dai on the Heritage Road" taking place on the evening of November 23, 2024 at the national relic of Thien Ton Pagoda and Cave, Hoa Lu district. The program is a combination of Ninh Binh's elite artisans and designers through Ao Dai collections made on the silk background of Vietnam Silk House and Dai Hoa linen, Nam Cao commune ( Thai Binh ). The collections told the story of Ninh Binh's heritage on traditional Ao Dai such as: the Ancient Architecture and Typical Landscapes collection of Ninh Binh; the Rice Fields collection; the Bo Bat Pottery collection - Connecting the thousand-year-old lineage of the Ancient Capital; the Hoa Lau Ao Dai collection; the boat collection; the rice, sedge and rattan weaving collection of Ninh Binh; the lotus collection; the Van Lam embroidery collection. In the performance of the Ao Dai collections, there were illustrations by artisans from traditional craft villages, creating a unique feature at the program.

The highlight of the 3rd Festival in 2024 is the Opening Program with the theme "Golden Age of the Ancient Capital" broadcast live on VTV1, Vietnam Television and Ninh Binh Radio and Television from 20:10 - 21:40 on November 24, 2024, at Dinh Tien Hoang De Square, Ninh Binh City. Inspired by the historical journey of the Vietnamese people - establishing, moving and settling the capital of the emperors, the Opening Program is a journey connecting heritage with highlights spanning three capitals, Starting from Hoa Lu, flourishing in Thang Long and spreading in Hue, is a journey of history of more than a millennium, a cultural and architectural flow that creates the alluvial culture of Vietnam.

Speaking at the opening ceremony of the Festival, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: " The 3rd Ninh Binh Festival in 2024 continues to affirm the determination and efforts of Ninh Binh province in developing cultural industry, entertainment industry, heritage economy; organizing activities to preserve and promote the quintessence of Hoa Lu Ancient Capital in the flow of national cultural heritage; promoting cultural exchange between provinces and cities in the country and internationally; creating unique cultural products to attract tourists, creating solidarity, cohesion, promoting peace, cooperation and development".

Comrade Le Hoai Trung, Secretary of the Party Central Committee, Head of the Central External Relations Commission, on behalf of the Party and State leaders, attended and directed the program. Also attending the program were members and alternate members of the Party Central Committee, leaders of the Central Committees, Commissions, ministries, branches, organizations, news agencies, and newspapers; the Vietnam National Commission for UNESCO; leaders of the provinces and cities: Ha Tinh, Hung Yen, Vinh Phuc, Ca Mau, Ha Giang, Nam Dinh, Lao Cai; leaders of Ninh Binh province and a large number of local people and tourists from all over. The art program of the Opening Ceremony of Ninh Binh Festival, consisting of 5 chapters with the participation of more than 800 actors, singers, professional artists and the masses, took place like a vivid "historical costume drama", combining the forms of dramatization, music, dance and cinema with modern performance technology on a 3D mapping moving stage, bringing special emotions to the audience. Through the program, we aim to recreate, honor, revive and revive the precious sediments of cultural quintessence - treasures passed down in the spirit of many generations of patriotic Vietnamese people through the capitals of more than 1,000 years of brocade and foundation. An estimated 25,000 delegates and people attended and watched the Festival Opening Program.

Following the opening program of the Festival, Duc Thuy Son Assembly Hall is one of the special activities within the framework of the 3rd Ninh Binh Festival in 2024, held for 2 days, November 26 and 27, 2024 at Thuy Son Park, Ninh Binh City. The program is broadcast live on Ninh Binh Radio and Television with a space for displaying poetry exhibitions, unique art programs, bearing the mark of cultural heritage. The special highlight of the program is the poetry exhibition area, where ancient poems still preserved on Duc Thuy Mountain are recreated through the art of light and delicate arrangements and the tea tasting area, where tea artisans perform and share stories about each type of premium tea such as San Tuyet Suoi Giang tea, Tan Cuong Green Bud tea. Attending the Assembly Hall, delegates, people and visitors enjoyed poetry recitals combined with traditional music, where heritage poems seemed to come alive amidst the sounds of monochords, zithers and profound folk melodies. The artists not only performed but also conveyed the cultural spirit through each lyric and music, creating a space of deep connection between the audience and Vietnamese cultural values.

One of the activities filled with folk colors in a multidimensional space connecting the past and present, connecting people and tourists is the Street Festival with the theme "Heritage Connection Journey" taking place on the evening of November 29, 2024 at the Tam Quan Gate area, Trang An Street, Ninh Binh City and broadcast live on Ninh Binh Radio and Television. The Street Festival program attracted a large number of people and tourists to immerse themselves in and explore the colorful cultural space through 5 main activities, including: Costume contest as historical figures "Golden Age"; Heritage Road; Traditional stalls - Old Market, folk games and especially Heritage Carnival - Street Parade: Connecting intangible cultural heritages of regions across the country. At the Opening Ceremony, the Organizing Committee announced and awarded the "Golden Age" historical character costume contest, aiming to honor traditional costumes and convey historical and cultural values closer to young people.

Closing the 3rd Ninh Binh Festival in 2024 is the Closing Program called "Í A FEST" taking place on the evening of November 30, 2024 in the magical space of Thung Nham Eco-tourism Area. The Closing Festival is a grand night of electronic folk music - Where tradition meets modernity, where the past dialogues with the future, where conservation dialogues and promotes, where the East harmonizes with the West. The program is broadcast live on Ninh Binh Radio and Television. with the participation of many famous singers and artists such as: Singer Thanh Duy, singer Phuong My Chi, rapper Double2T, People's Artist Mai Thuy, Meritorious Artist Nhu Huynh, Meritorious Artist Hai Phuong, singer Quach Mai Thy, singer Yen Le, band Ngu Cung, Dzung, Last Fire Dance Group, Carmen Dance Group and other artists... Í A Fest will be the final point to demonstrate the "Reaching Out" of the festival series, demonstrating the exchange, integration, adaptation and transmission of art forms that have become heritage to spread widely to the public.
