The Ministry of Culture, Sports and Tourism issues a Handbook guiding the implementation of decentralization tasks and the assignment of authority to the People's Committees at the commune level in the fields of Culture, Sports and Tourism.

In order to effectively implement the two-level local government organization model, enhance the efficiency, effectiveness and efficiency of commune-level governments in managing fields under the Culture, Sports and Tourism sector, the Ministry of Culture, Sports and Tourism has issued a Handbook guiding the implementation of decentralization tasks and the assignment of authority to the People's Committees at the commune level in the fields of Culture, Sports and Tourism.

This is a move to concretize the regulations on decentralization and division of authority of the People's Committee at the commune level in Decree No. 137/2025/ND-CP, Decree No. 138/2025/ND-CP dated June 12, 2025 of the Government and Circular No. 09/2025/TT-BVHTTDL dated June 12, 2025 of the Ministry of Culture, Sports and Tourism guiding the division of authority between levels of government in the field of culture, sports and tourism, demonstrating the attention and close direction of the Ministry's leaders, especially the member of the Party Central Committee, Minister Nguyen Van Hung, in accompanying localities, especially the commune level - where policies are directly implemented and closest to the people.

The contents of the handbook are all aimed at quick reference and immediate application, from granting certificates for public electronic game service points to handling procedures related to libraries, festivals and many other cultural and sports activities. This is truly a useful document to help officials and civil servants look up and grasp regulations, contributing to the effective implementation of the 2-level local government organization model, improving the effectiveness and efficiency of commune-level governments in the fields of culture, sports and tourism , contributing to the good performance of the task of serving the people.

Accordingly, the Department of Culture and Sports has 18 tasks assigned to the People's Committees at the commune level in the fields of Culture - Family; Sports; Printing; Basic Information and External Information. The tasks assigned to the People's Committees at the commune level in the following specific fields:

Cultural-Family Field:

1.   Receive registration and organize the festival;
2. Approve the Plan to organize the response day;
3. Responsibility for managing advertising activities in the area;
4. Receive dossiers notifying the establishment, merger, consolidation, division, separation, dissolution, and termination of library operations;
5. Receive notice of performing arts organization;
6. Receive notices of organizing competitions and festivals of performing arts;
7. Receive notice of organizing beauty and model contests;
8. Receive notice of public screenings;
9. Establish a council to determine the level of damage support for individuals participating in domestic violence prevention;
10. Collect and report information on family and domestic violence prevention.

Sports and Physical Education

1. Receive reports on organizing grassroots sports competitions.

Printing, Basic Information and Foreign Information

1. Management of declaration and operation of photocopy service facilities;
2. Grassroots information activities;
3. Granting of certificates of eligibility to operate public electronic game service points;
4. Amendment and supplementation of certificates of eligibility to operate public electronic game service points;
5. Renewal of certificate of eligibility to operate public electronic game service points;
6. Re-issuance of Certificate of eligibility to operate public electronic game service points;
7. Revoke the Certificate of eligibility to operate public electronic game service points.
