In Hanoi , to bring this activity closer to the people, to better grasp the aspirations of the people, the City National Assembly Delegation and People's Councils at all levels have constantly innovated and improved the quality of the People's Council meetings, to help delegates have more information when participating in deciding on policies and strategies that are suitable to reality and highly feasible.

Voter polls are also organized flexibly, suitable to the actual situation, combining in-person and online, in addition to conducting other suitable forms to provide information according to regulations and receive and synthesize voters' opinions and recommendations.

At the TXCT meetings, more time is spent for voters to express their thoughts, aspirations, and recommendations to elected representatives. Instead of just recording and accepting, the TXCT meetings of National Assembly and City People's Council representatives also increase the participation of local leaders, departments, and branches to explain and clarify issues that voters have recommended.

In particular, at the TXCT meetings in localities undergoing rapid urbanization, there are many projects implementing site clearance and land management that are still facing difficulties and inadequacies, which need to be resolved step by step. The voters' reflections and recommendations are all received and responded to immediately by representatives of departments, branches and localities.

For issues that time does not allow for full answers or require research time, the People's Council has requested the competent authorities to respond in writing with a clear roadmap.

Not only at the city level, clearly defining important functions in TXCT, in many districts, there has been a move towards expanding the constituents, increasing dialogue and timely informing the contents that voters are interested in.

As many voters have commented, through following the TXCT sessions of the National Assembly and City People's Council delegates, it can be seen that the responses to voters' petitions have been selected, going directly to the content that people living in the district are interested in. Not only listening to the voters' reflections and petitions, on that basis, there have been some acceptance and adjustment of policies to suit the reality...

Continue to innovate both in "quality" and "quantity"

With the motto of bringing activities into depth, grasping and promptly reflecting the thoughts, aspirations and recommendations of the people, in effectively implementing the Project "Improving the capacity, effectiveness and efficiency of the People's Councils at all levels of Hanoi City in the period of 2021 - 2026 associated with the pilot implementation of the urban government model and strengthening the rural government in Hanoi City", the continued innovation of TXCT activities is also emphasized. In particular, TXCT activities by topic and field will continue to be promoted, to deeply grasp the issues of concern to the people, promptly make recommendations and adjustments to mechanisms and policies.

Recently, at the meeting with voters on the topic of "Vocational training and employment in Hanoi", many policies and legal regulations on this field were mentioned. At the same time, this is an opportunity for representatives of residents and policy advisory agencies to grasp voters' opinions on the reality of this work; propose specific solutions and measures to improve the effectiveness and efficiency of State management on vocational training and employment in the city.

To continue to improve the effectiveness of the work of TXCT, the synthesis, monitoring, urging and supervising the settlement of voters' petitions continue to be focused on by the City National Assembly Delegation and People's Councils at all levels in a deeper and closer direction.

The responsibility of the delegates in checking and reviewing the opinions, recommendations and issues raised by voters from previous meetings is also more focused on, in order to grasp the extent to which the competent authorities have resolved the issues, what are the remaining problems and bottlenecks, and the reasons why. This is also the basis for elected representatives to continue to monitor, urge and report to voters.

It can be said that, with diverse forms, strengthening thematic TXCT, by delegate group, at place of residence, by field of profession... has fully conveyed the opinions and legitimate recommendations of voters to the National Assembly and People's Council forums.

At the same time, agencies also increased the application of information technology and digital transformation in TXCT activities, urging and monitoring the settlement of voters' petitions... With the existing results and the focus on innovation in both "quality" and "quantity", it can be seen that TXCT activities have helped delegates and functional agencies to truly listen to the people more.
