President Luong Cuong: Building Phu Tho to be increasingly rich, civilized, happy, worthy of being the sacred Hung King's Land, the origin of the Vietnamese people.

President Luong Cuong resolutely directed Phu Tho to realize the goal of Phu Tho soon becoming the industrial, commercial and tourist center of the region.

At the 1st Congress of the Phu Tho Provincial Party Committee, term 2025 - 2030, held on September 30, President Luong Cuong delivered an important speech, giving strong instructions, expressing the Party and State's trust and expectations for the homeland after the merger of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh . Making Phu Tho become an industrial, commercial, logistics, tourism, and education-training center of the Northern midland and mountainous region by 2030; aiming to become a centrally-run city by 2045.

The President sent congratulations to 500 official delegates, representing more than 257,000 Party members in the province, and expected the Congress to decide on important directions for the upcoming development path.

The President acknowledged Phu Tho's outstanding achievements in the 2020-2025 period: average economic growth of 7.5%, higher than the national average; economic scale rose to rank 6th out of 34 provinces and cities and leading the Northern Midlands and Mountains region; synchronous investment in infrastructure, improved urban and rural appearance; poverty rate reduced to 2.75%, basically eliminating temporary and dilapidated houses for people with meritorious services and poor households.

In particular, after the merger, Phu Tho is the leading locality in the country in completing the criteria to ensure that the commune-level public administrative center operates effectively and maintains a green and sustainable state. In addition, the work of Party building, strengthening national defense and security, expanding foreign relations and international cooperation has achieved many positive results, contributing to enhancing the province's position.

However, the President also pointed out limitations that need to be overcome, such as some socio-economic targets not yet achieved; potentials and advantages not yet fully exploited; growth quality not yet sustainable; the poverty rate in ethnic minority areas is still high; and the leadership capacity of some Party committees and organizations is still limited.

On behalf of the Politburo, the President highly appreciated and warmly congratulated the important and quite comprehensive achievements that the Party Committee, government and people of all ethnic groups in Phu Tho province have achieved in the past term. The President suggested that after the Congress, the Executive Committee of the Phu Tho Provincial Party Committee, Term I, urgently and resolutely deploy and immediately implement the Action Program to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, closely, seriously, methodically, with clear goals, requirements to be achieved, clear responsibilities, clear resources, with a roadmap and timeline for completion. The tasks to be implemented in 2025 need to be focused on immediately, ensuring progress and quality so that the people, cadres and Party members can clearly see the breakthrough changes of the Congress Resolution.

To realize the development aspiration, the President suggested that the Phu Tho Provincial Party Committee in the new term focus on three major orientations.

Firstly, building a clean and strong Party organization and political system, maintaining solidarity and high unity in awareness and action. The province needs to especially improve the leadership capacity and fighting strength of the Party organization; building a contingent of cadres, especially heads of Party committees, ensuring courage, steadfastness in the goals of national independence and socialism, and being exemplary in performing tasks. The President emphasized the building of a streamlined, effective, efficient, and people-friendly two-level government, taking people's satisfaction as a measure.

Second, effectively implementing three strategic breakthroughs: Perfecting institutions towards modernity, effectiveness, efficiency, and suitability for multi-center development space; Strongly developing science, technology, and digital transformation, creating a foundation for sustainable growth; promoting the private economy to become an important driving force, while strengthening international integration, attracting strategic investment capital, and developing high-quality services.

Third, maintain political and social stability, ensure harmony between economic, cultural and social development and environmental protection, national defense and security; put people at the center, goal and subject of all development strategies. Thoroughly grasp the spirit of not trading off the environment, culture and social security for mere growth. Develop in balance and harmony between regions in the province, ensure social security and progress, preserve the cultural identity of the province and ethnic groups, protect ecology and use resources effectively.

The Central Committee, the Politburo, and the Secretariat believe that the Party Committee, the government, the people of all ethnic groups, and the armed forces of Phu Tho province will continue to promote the tradition of patriotism, the spirit of great solidarity, the will of self-reliance, the aspiration to rise up, and be determined to successfully implement the goals of the Resolution of the 1st Provincial Party Congress, building Phu Tho to be increasingly rich, civilized, and happy, worthy of being the sacred land of the Hung Kings, the origin of the Vietnamese nation, contributing with the entire Party, people, and army to successfully implement the two 100-year strategic goals.
