World oil price developments on September 13
On September 13, 2025, world oil prices jumped nearly 2% after a Ukrainian drone attack on the port of Primorsk – one of Russia’s largest oil export destinations. This incident forced a temporary halt to oil loading and unloading operations, pushing Brent oil prices to $67.63/barrel (up $1.25/barrel, equivalent to 1.88%) and WTI oil prices to $63.47/barrel (up $1.02/barrel, equivalent to 1.64%).
Experts say that attacks on Russian oil and gas infrastructure could reduce supply, while Russia-Ukraine tensions continue to stall the peace process, increasing the risk of new sanctions from the West. This is a factor that causes strong fluctuations in the oil market, although a previous report from the IEA predicted that global supply would continue to increase due to increased production by OPEC+.
In addition, moves from India – the biggest customer of Russian oil – also affected the market. Adani Group banned Western-sanctioned tankers from docking, further disrupting supplies from Moscow.
Domestic gasoline prices on September 13
Domestically, the Ministry of Industry and Trade and the Ministry of Finance have adjusted retail gasoline prices from 3:00 p.m. on September 11.
Accordingly: E5RON92 gasoline decreased by 95 VND/liter, down to 19,756 VND/liter. RON95-III gasoline decreased by 39 VND/liter, down to 20,400 VND/liter. Diesel increased by 170 VND/liter, up to 18,643 VND/liter. Kerosene increased by 54 VND/liter, reaching 18,314 VND/liter. Fuel oil decreased by 286 VND/kg, down to 15,090 VND/kg.
In this operating period, the management agency continues not to set aside or spend the Price Stabilization Fund. The goal is to keep domestic prices consistent with international fluctuations, while maintaining a reasonable difference between E5RON92 and RON95 to encourage the use of biofuel.
Causes of price impact
During the operating period from September 4 to 10, the world market fluctuated due to many factors: OPEC+ increased production from October, the USD weakened, the Russia-Ukraine conflict escalated, and information about Israel attacking Hamas targets in Qatar. All of these caused world oil prices to fluctuate.
The average price of finished petroleum products in the world during the period showed that: RON92 and RON95 gasoline decreased slightly, while kerosene and diesel increased, mazut oil decreased the most by 2.4%.
