Resolutely resolve petitions and complaints related to congress personnel at all levels

At the conference to review the 6-month inspection and supervision work, the Chairman of the Central Inspection Committee proposed to thoroughly resolve complaints and denunciations, especially those related to personnel of congresses at all levels.

On July 10, the Central Inspection Commission held a national conference to review the inspection and supervision work in the first 6 months of the year and deploy tasks for the last 6 months of 2024 in a combination of in-person and online formats.

Chairing the Conference, Politburo member, Party Central Committee Secretary, and Head of the Central Inspection Commission Tran Cam Tu acknowledged and highly appreciated the results of inspection, supervision, and party discipline work in the first 6 months of 2024.

Party committees and Inspection Committees at all levels have successfully completed their advisory work and performed their tasks according to the Party Charter's regulations with large volumes, and quality and efficiency have been clearly improved.

Regarding the direction and tasks in the last months of the year, Mr. Tran Cam Tu requested the whole industry to focus on performing well a number of tasks: coordinating and advising well the tasks assigned by the Sub-committees and Working Groups serving the Party Congresses at all levels, especially in the work of personnel appraisal, preparing for the Party Congresses at all levels, towards the 14th National Party Congress.

The entire industry has stepped up the comprehensive implementation of tasks according to the Party's Charter, focusing on inspecting and supervising cadres and Party members who show signs of ideological, political, moral, and lifestyle degradation, self-evolution, self-transformation, and violations of Party regulations and State laws.

The Chairman of the Central Inspection Commission also requested to thoroughly resolve complaints and denunciations, especially those related to personnel of congresses at all levels; and to seriously and promptly implement the conclusions of the Central Steering Committee on preventing and combating corruption and negativity.

Along with that, building a team of cadres with strong political will, pure moral qualities, high sense of responsibility, good professional skills, integrity, meeting the requirements of assigned tasks...

Information from the Conference shows that in the inspection and supervision work in the first 6 months of 2024, the Central Inspection Commission proactively advised and submitted to the Politburo for signing and promulgation Decision No. 139-QD/TW on the inspection process of the Politburo and the Secretariat; Decision No. 164-QD/TW on the process of handling denunciations against party organizations directly under the Central Committee and party members who are cadres under the Central Committee's management; Decision No. 165-QD/TW on the process of reviewing and enforcing discipline against party organizations and party members under the authority of the Party Central Committee, the Politburo, and the Secretariat; Inspection Program of the Politburo and the Secretariat in 2024.

In carrying out the Party's inspection, supervision and disciplinary enforcement tasks, Party committees at all levels and Party cells have supervised 11,771 Party organizations and 42,905 Party members, including 13,221 Party committee members; concluded that 353 Party organizations and 778 Party members had violations and shortcomings; and transferred 8 Party organizations and 42 Party members for inspection when there were signs of violations.

During this time, the Central Inspection Commission also inspected and supervised the declaration of assets and income in 39 cases; through inspection, it promptly reminded and corrected violations, shortcomings, limitations, and problems in the declaration of assets and income of a number of officials under the management of the Politburo and Secretariat; and proposed that the Politburo and Secretariat discipline 4 cases.

Party committees at all levels and Party cells have disciplined 165 Party organizations and 7,858 Party members. Of these, the Central Executive Committee disciplined 7 Party members and dismissed 5 Party members from their positions due to shortcomings and violations; the Politburo disciplined 5 Party organizations and 6 Party members; the Secretariat disciplined 5 Party organizations and 27 Party members. Inspection Committees at all levels have disciplined 143 Party organizations and 3,147 Party members, including 1,078 Party Committee members (accounting for 34.2%).

The report at the Conference also frankly pointed out the shortcomings and limitations that need to be learned from and overcome in the coming time, such as the slow work of grasping the situation and detecting signs of violations by some Party committees and Inspection Committees, the state of being deferential, avoiding, afraid of collisions, and not promptly proposing inspections, while in reality there are many violations and many complicated issues that are reflected by the press, public opinion, and causing frustration among cadres, Party members and the people.

In addition, some complaints and denunciations are still slow and not strict, leading to the situation of petitions and letters being passed to higher levels and being prolonged; the inspection and supervision of asset and income declarations in some places is still a formality according to plans; many cadres and party members declare assets and incomes not in accordance with regulations and instructions.../.
