Resolving existing problems and difficulties related to Dong Nai 3 and 4 Hydropower Projects

On October 3, the Quang Khe Commune Party Committee held a conference to deploy solutions to remove difficulties and obstacles related to the Dong Nai 3 and 4 Hydropower Projects. Attending the conference were representatives of Power Generation Corporation 1 and Dong Nai Hydropower Company.

Overview of the conference

The Dong Nai 3 and 4 Hydropower Projects have been implemented since 2004, but many issues have not been completely resolved. In particular, compensation, support and resettlement for households affected by the project has only reached 34.8%.

Specifically, 16.56 billion VND has been paid to support job conversion for 24 households and 13.1 billion VND in food support.

Regarding resettlement land arrangement, 320/488 land use right certificates have been issued; basically 43.6 hectares of land in Sao Nam area have been cleared to arrange production land for people.

Representatives of Quang Khe commune leaders reported on the existing problems and difficulties in compensation, support and resettlement related to Dong Nai 3 and 4 Hydropower Projects.

At the conference, the parties focused on discussing and agreeing on resolving each specific content. Accordingly, the parties will coordinate to completely handle compensation for damaged trees and crops of the people; speed up the progress of granting 168 land use right certificates; enforce cases of encroachment on resettled land; arrange production land for 79 households in need; invest in essential infrastructure such as roads to Sao Nam area, irrigation lakes, stadiums, etc. with a total cost of about 129.3 billion VND.

Mr. Nguyen Nam Thang - Deputy General Director of Power Generation Company 1 proposed a number of solutions to promptly resolve the remaining issues.

Mr. Vu Tien Lu, Party Secretary and Chairman of the People's Council of Quang Khe commune, emphasized that units need to develop specific plans, clearly assign people and tasks, determine implementation timelines; be flexible in handling, and promote the sense of responsibility of each individual in performing tasks.

Mr. Vu Tien Lu requested that Power Generation Corporation 1 and Dong Nai Hydropower Company continue to closely coordinate with the locality, ensure progress, and the highest goal is to protect the rights and legitimate interests of organizations, individuals and people affected by the project.
