Timely detection and removal of obstacles and "bottlenecks" in practice
Continuing to innovate and improve the quality and effectiveness of supervisory activities, contributing to controlling power and successfully implementing the Party's guidelines and policies, and the State's policies and laws is one of the priorities of the National Assembly during the XV tenure. Speaking at the opening of the National Assembly Forum on Supervisory Activities on August 6, 2025, National Assembly Chairman Tran Thanh Man affirmed that "supervisory activities clearly demonstrate the National Assembly's stance of accompanying the Government, promptly removing difficulties and obstacles under the Party's leadership".

Since the beginning of the term, in the context of the country facing many difficulties and challenges, including unprecedented difficulties, such as the Covid-19 pandemic... The National Assembly's supreme supervision activities continue to make a strong impression, as assessed by Vice Chairman of the National Assembly Vu Hong Thanh, "The National Assembly's supervision activities in the recent past have achieved important achievements, gradually promoting the role of policy orientation, demonstrating the National Assembly's spirit of openness, determination and companionship in improving the effectiveness of supervision - not only inspection and control, but also proactively creating policies, accompanying the Government to promote the country's rapid and sustainable development".
A typical example is the supreme supervision topic "Implementation of policies and laws on planning since the Law on Planning took effect" carried out in 2022. The supervision process has pointed out many shortcomings and limitations leading to delays and confusion in implementing the Law on Planning; conflicts and overlaps between the Law on Planning and other specialized laws; the "planning bottleneck" situation has delayed hundreds of public and private investment projects.
At the end of the above supervision topic, the National Assembly issued Resolution No. 61/2022/QH15 on continuing to strengthen the effectiveness and efficiency of implementing policies and laws on planning and a number of solutions to remove difficulties and obstacles, speeding up the planning process for the 2021-2030 period. The supervision topic also had a strong impact, creating clear changes in practice. After the supervision, the Government accelerated the planning process, and at the same time proposed to amend and supplement the Planning Law. A series of regional and provincial plans were subsequently approved, creating a foundation for the development of the country, regions and localities.

Participating in the Planning Supervision Delegation, National Assembly Deputy Nguyen Thi Xuan (Dak Lak) said that this is a supervision with great impact, substance, and timely removal of "institutional bottlenecks" for national development. The supervision results are the basis for the Government and the National Assembly to seriously and fundamentally review the development and implementation of the Planning Law.
Another prominent monitoring topic is “Implementation of the National Assembly’s resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period” at the Sixth Session. This is the first time the National Assembly has conducted monitoring of three national target programs at the same time, especially while these programs are being implemented; clearly demonstrating the viewpoints, efforts, and accompaniment of the National Assembly with the Government to remove “bottlenecks” in the implementation of national target programs.
After the supervision, the National Assembly issued Resolution No. 108/2023/QH15 dated November 29, 2023 on thematic supervision of "Implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period". Immediately after that, at the Fifth Extraordinary Session, the National Assembly also issued Resolution No. 111/2024/QH15 dated January 18, 2024 on a number of specific mechanisms and policies to implement national target programs.
"The special thing is that Resolution No. 111/2024/QH15 takes effect immediately after the National Assembly passes it (January 18, 2024), true to the nature of an urgent resolution, immediately removing the obstacles that have just been pointed out through the supreme supervision activities, so that specific mechanisms and policies can quickly come into life," Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong stated.
More focus on improving monitoring effectiveness
Thematic supervision activities during the XV tenure had many innovations in organization and implementation, thereby achieving efficiency and positive results. The implementation of the activities of thematic supervision delegations was closely directed by the National Assembly Standing Committee and had many innovations. Notably, the National Assembly Standing Committee reviewed and commented on the detailed plan and report outline; more specifically defined the subjects and contents of supervision in the detailed plan before the thematic supervision delegations deployed their activities; assigned the National Assembly Delegation to organize supervision and take initial responsibility for the supervision results and the authenticity of the reports at the local level; especially focused on making maximum use of the results and conclusions of inspections, checks, and audits.

In particular, the National Assembly has paid attention to and improved the effectiveness of supervision. After each supervision topic, the National Assembly has issued a supervision resolution with specific recommendations for agencies to implement and report on progress. The National Assembly Standing Committee, the Nationalities Council, and the National Assembly Committees have strengthened supervision of the implementation of recommendations after supervision. National Assembly deputies have also actively followed and supervised the implementation of supervision recommendations.
At the 36th Session (August 2024), for the first time in the XV term, the National Assembly Standing Committee carried out "re-supervision" activities by organizing question-and-answer sessions on 6 resolutions on question-and-answer and thematic supervision of the National Assembly Standing Committee from the beginning of the term to the end of 2023. Thereby, comprehensively assessed, clarified difficulties and obstacles in the implementation process and found solutions to promptly remove them, further enhancing the responsibility of the agencies under supervision.
After reviewing reports and feedback from agencies and organizations, at the Fifth Session, the National Assembly decided (in Resolution No. 101/2023/QH15 dated June 24, 2023) to assign the Government to review the system of legal documents, focusing on 22 areas; the National Assembly Standing Committee proactively established and directed the implementation of activities of the Working Group to implement Resolution No. 101/2023/QH15 of the National Assembly. Based on the review results, the National Assembly issued Resolution No. 110/2023/QH15 dated November 29, 2023 on the Sixth Session, requesting the Government, ministries, branches and relevant agencies to continue implementing solutions to effectively implement this activity in the coming time.
Looking back at the progress and innovations in supervision activities in recent times, Chairman of the Economic and Financial Committee Phan Van Mai affirmed that supervision activities are not only a tool for inspection and control but also a mechanism to ensure discipline, transparency and efficiency in the implementation of policies and laws, contributing to strengthening people's trust and ensuring development orientation.
"Supervision activities have become an "early warning channel" for major issues of the country. Through thematic supervision activities, many recommendations have been accepted, legal policies have been adjusted and supplemented, contributing to unlocking resources and removing development bottlenecks," the Chairman of the Economic and Financial Committee emphasized.
