Education contributes to improving the quality of criteria in new rural construction.

GD&TĐ - The education sector has achieved many outstanding results, contributing to improving the quality of new rural criteria and creating a foundation for sustainable development in the 2026 - 2030 period.

Implementing the National Criteria for New Rural Areas (NRAs), the education sector has been effectively deployed by localities, contributing significantly to the overall results of the National Target Program on New Rural Area Construction for the 2021-2025 period.

Up to now, 79.3% of communes nationwide have met new rural standards, in which the School and Education - Training criteria are the two areas with the highest rate.

In particular, the number of localities meeting level 2 literacy standards increased sharply, from 34 provinces (in 2021) to 55 provinces (early 2025), an increase of more than 61%. The literacy rate of people aged 15-60 reached 99.1%, an increase of 1.25% compared to the beginning of the period.

At the commune level, 87.5% of communes meet the School criteria and 95.6% of communes meet the Education and Training criteria. Of which, nearly 100% of communes maintain the standard of universal preschool education for 5-year-old children; 94.5% of communes meet the standard of universal primary education level 2; 100% meet the standard of universal lower secondary education level 2; 84% of communes meet the standard of illiteracy eradication level 2. Notably, the number of schools meeting national standards has increased rapidly, especially at the preschool and primary levels, contributing to creating a new look for education in rural areas.

At the district level, 50.5% of districts met educational criteria, of which 45.1% of high schools met national standards level 1 and 64.5% of vocational education and continuing education centers met quality accreditation level 1, more than 45% of high schools met national standards level 1.

Despite these achievements, the education sector still faces systemic barriers, including regional disparities, resource shortages and difficulties in sustaining long-term results. These issues require comprehensive and long-term solutions in the next phase.

The results of implementing the educational goals and criteria of the Program between regions are still different, especially the criteria on school facilities. The Red River Delta has 100%, the Southeast has 98% of communes meeting the criteria, the Northern mountainous region has 71.6%, the Central Highlands has 81.6% of communes meeting the criteria (lower than the national average).

The quality of education is still uneven across regions. In ethnic minority and mountainous areas, in addition to the problem of dropping out, the quality of teaching is limited due to the lack of highly qualified teachers and inadequate facilities. In some places, people's awareness of education is limited, leading to high dropout rates. Maintaining student numbers after meeting NTM standards is also difficult due to reduced support policies.
