From now on, the calculation of the number of extra teaching hours of public teachers will be implemented according to Circular 21 of the Ministry of Education and Training regulating the regime and salary for extra teaching hours for teachers in public educational institutions. Accordingly, the total number of extra teaching hours in a school year of each teacher calculated to pay for extra teaching hours will not exceed 200 hours.

Previously, the matter of teaching extra hours was sometimes ambiguous, teachers had to wait or suffer when their rights were not guaranteed. Now the new document clearly states: the effort of teaching extra hours must be calculated transparently, including salary, allowances and other reasonable amounts. That is fairness, an affirmation that every drop of sweat on the podium deserves to be recognized."

The principal further explained: The regulation limiting the total number of extra teaching hours in a school year for each teacher to be calculated to pay overtime wages of no more than 200 hours not only protects the health of teachers but also reminds the school to appreciate the dedication of each person. The new circular stipulates that the time to pay overtime wages to teachers is after the end of the school year. In the case of teachers retiring, quitting, being mobilized or transferred, the payment of overtime wages is made at the time of the decision to retire, quit, be mobilized or transferred. "This regulation also demonstrates profound humanity, no one is forgotten, even for just one day of teaching," the principal expressed.

According to the principals of high schools in Ho Chi Minh City, in reality, at each level of education, teachers working overtime, even exceeding the prescribed 200 periods, has its own characteristics. For example, at the junior high school level, teachers teaching extra hours is not common and is mainly due to the situation where the subject group has teachers on maternity leave, retirement, a shortage of teachers, or some teachers are both heads of subject groups, homeroom teachers, and concurrently hold other jobs such as trade unions...

At the high school level, if a subject group has teachers on maternity leave or retirement and has not yet recruited teachers, the number of teachers teaching extra hours in excess of the prescribed number of hours will depend on the students' choice of subjects. If in a year or in a school, a high percentage of students choose natural sciences, then in that year, in that school, natural sciences teachers can teach many extra hours and vice versa.

What are the benefits of teachers?

Ms. Nguyen Doan Trang, Principal of Tran Van On Secondary School (Tan Dinh Ward), also said that Circular 21 provides more specific and detailed regulations on the salary regime for teachers' extra teaching when stipulating the number of teaching periods instead of teaching hours in accordance with the specific working time of the education sector.

In addition, if previously when calculating the number of hours teachers performed tutoring, training and guiding students in scientific research, schools had to depend on the budget for organizing 2 sessions/day to pay, now with this new circular, it is recognized and counted as extra teaching hours. This helps schools to conveniently assign tasks and teachers are also recognized and paid.

The principal of an elementary school in the central area of ​​Ho Chi Minh City said that the formula for calculating salaries for extra teaching is not different, but some teachers who work as heads of professional groups, homeroom teachers, union heads, people's inspectors, union presidents, etc. have had their benefits reduced.

This principal said that according to Circular 05 regulating the working regime of teachers effective from April 22, homeroom teachers will have 4 reduced duty periods, professional group leaders will have 3 reduced periods, union presidents will have 4 reduced periods... However, Circular 21 stipulates that teachers who have received a position allowance coefficient cannot be converted into extra periods.

Ms. Nguyen Thi Thanh Truc, Principal of Thu Duc High School (Thu Duc Ward), shared that Circular 21 requires school leaders to regulate and balance the budget, calculate and assign reasonable tasks so that teachers do not exceed the number of extra teaching hours required for salary payment and teachers do not miss obligatory hours affecting their income...

At the beginning of the school year, based on the number of students registering for the optional subject combination, the principal calculates that in case the average number of periods of a subject teacher exceeds the regulation of 5 periods/week, or exceeds 200 periods/year with a large number, it must propose to recruit teachers to ensure the quality of education and the rights of teachers.
