Hanoi: 100% of public hospitals complete implementation of electronic medical records

Hanoi has comprehensively transformed its healthcare system with 42 public hospitals completing electronic medical records, improving the efficiency of patient management and care.

According to information from the Hanoi Department of Health , by September 30, the entire sector had completed an important milestone in the digital transformation journey: 42/42 public hospitals under the Department of Health successfully deployed electronic medical records to serve medical examination and treatment according to the Government's roadmap.

This is not only a technical step forward but also a comprehensive transformation in the management and provision of medical services, bringing practical benefits to both patients and medical staff.

The development and implementation of electronic medical records is one of the key tasks of the Hanoi Health sector to implement the policy of promoting national digital transformation, especially the Project on developing applications of population data, identification and electronic authentication to serve digital transformation in the period 2022-2025, with a vision to 2030 of the Government.

According to Dr. Nguyen Dinh Hung, Deputy Director in charge of the Hanoi Department of Health, currently, public hospitals in Hanoi are making many changes and promoting the application of information technology, aiming to build paperless hospitals.

Information from some hospitals implementing electronic medical records shows that the cost savings from not having to buy film to print diagnostic imaging results can be up to hundreds of billions of VND/year.

Compared to paper medical records, electronic medical records help reduce costs by saving a large amount of stationery... In particular, electronic medical records help ensure complete transparency in compliance with professional regulations (diagnosis, prescription, test orders...) throughout the admission and treatment process.

“To meet the requirements of the digital transformation period, each medical staff needs to change their working perspective and mindset, shifting from the traditional model to the digital model. In particular, to have a smart healthcare system, Hanoi needs to synchronize the criteria: Smart medical examination and treatment, smart disease prevention, smart healthcare management,” Dr. Nguyen Dinh Hung shared.

Although the implementation of electronic medical records in public hospitals in Hanoi has been completed, the implementation of electronic medical records in non-public hospitals in the area is still slow, with a low completion rate. Up to now, only 27/48 (56.2%) non-public hospitals have implemented electronic medical records.

The reasons for the low implementation rate in non-public hospitals are issues of technology infrastructure, investment costs, training of IT human resources...

To overcome difficulties, the Hanoi Department of Health proactively coordinated with the Ministry of Health to deploy a number of solutions such as: Organizing training conferences, providing in-depth guidance on information security, network security, personal data security... Propaganda work was also promoted to change awareness and create consensus from medical staff to the people.

Completing the implementation of electronic medical records in 100% of public hospitals is an important milestone, but this is only the first step in the journey of digitalizing healthcare. In the coming time, the Hanoi Health sector aims to continue expanding the application of digital technology, moving towards managing the health of the entire population on a digital platform.

For units that have deployed electronic medical records, the Hanoi Department of Health requires continuing to complete the forms in accordance with the provisions of Circulars No. 25 and 26/2025/TT-BYT of the Ministry of Health.

Medical facilities need to step up the completion of storage infrastructure; develop and promulgate regulations and procedures for storing medical records and documents according to the guidance in Circular No. 33/2025/TT-BYT of the Ministry of Health. Units must urgently complete the application for approval of information security levels according to Circular No. 12/2022/TT-BTTTT of the Ministry of Information and Communications (now the Ministry of Science and Technology); at the same time, hospitals must actively participate in connecting with the medical data coordination system in Hanoi to ensure effective exploitation and synchronization of medical data throughout the system.../.
