On the morning of October 8, the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th City Party Congress, term 2025-2030.
Hanoi is expected to have 75 Party Committee members.
The congress is scheduled to take place from July 15 to October 17 at the National Convention Center with the participation of 550 delegates representing nearly 500,000 party members of the entire Party Committee.
Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee, said that with the theme "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy capital".
Compared with the theme of the 17th Congress, the theme of the 18th Congress has had a strong qualitative change, from the role of "exemplary" to "pioneering, breakthrough", clearly defining the role and responsibility of the capital in the "new era".
In particular, for the first time, the goal of "people's happiness" was included in the theme, demonstrating the city's deep concern for quality of life and comprehensive human development.

Another new point in the drafting of the documents for the 18th Congress of the Hanoi Party Committee is that the documents are prepared to be concise and succinct (39 pages), highly general, tightly structured, and fully and comprehensively represent the major issues of the capital.
The structure is action-oriented, with goals, targets, tasks, and solutions expressed concisely, grouped by field, and linked to focal points, roadmaps, and evaluation indicators for easy conversion into action programs and thematic plans.
The draft action program to implement the congress resolution has been proactively developed, ready to be issued and deployed immediately after the congress, ensuring the resolution soon comes into life.
Regarding the personnel plan, Mr. Hai said that closely following Directive No. 45-CT/TU of the Politburo and the regulations and instructions of the Central Government, the Hanoi Party Committee has developed a personnel plan for the City Party Executive Committee for the 2025-2030 term, clearly defining the number, structure, conditions, and standards for the positions according to regulations.
Accordingly, the number of members of the Hanoi Party Executive Committee, term XVIII, is expected to include 75 people, the number of members of the Standing Committee of the City Party Committee includes 17 people, and the number of Standing members of the City Party Committee includes 5 people.
The personnel of the Hanoi Party Executive Committee were introduced with a reasonable structure among departments, branches, and localities, ensuring the rate of innovation of Party committees, paying attention to the structure of science and technology officials and female officials.
Hanoi aims for an average GRDP growth of 11.0%/year or more.
The motto of the 18th Congress of the Hanoi Party Committee is "Solidarity - Democracy - Discipline - Breakthrough - Development".
Compared with the motto of the 17th Congress, replacing the element "Creativity" with "Breakthrough" shows a more drastic determination to act, not just stopping at awareness but creating breakthrough developments, solving bottlenecks that have existed for many years.

Hanoi aims to strive for an average GRDP growth rate of 11.0% per year or more in the 2026-2030 period; GRDP per capita of over 12,000 USD; the proportion of added value of the digital economy in GRDP of 40%; the proportion of cultural industry in GRDP of about 8%; and social investment capital implemented in the area of 5 million billion VND.
Regarding society, Hanoi sets the target of human development index (HDI) reaching about 0.88; happiness index (HPI) reaching 9/10; the rate of trained workers reaching 80% or more, of which the rate of workers with degrees and certificates reaching 60%; labor productivity in 2030 (at current prices) reaching 644.5 million VND/worker.
Mr. Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee, said that the happiness index is one of the new indicators included in this Political Report to demonstrate the development orientation that puts people at the center, towards a happy, civilized and livable capital.
According to Mr. Phong, civilization, modernity and happiness are not only the goals of the next term but also the long-term orientation for the development of the capital. Happiness is a value that has no end, because the need for enjoyment and the desire for a better life of people are limitless.
Mr. Phong emphasized that all thoughts and actions, from big to small, of the entire political system must aim at the highest goal of people's happiness. Without happiness, it is impossible to talk about sustainable development, because happiness is the most fundamental measure of all development values.
