Hanoi is ready to start construction of the Ring Road 4 project on June 25.

Site clearance exceeded plan, reaching 81.62%

On the afternoon of June 20, Secretary of the City Party Committee Dinh Tien Dung - Head of the Steering Committee for the investment project to build Ring Road 4 - Hanoi Capital Region inspected the actual situation and progress of project implementation.

Reporting on the implementation of preparations for the groundbreaking ceremony of the Ring Road 4 construction investment project - Hanoi Capital Region at the meeting, the representative of the Hanoi City Traffic Construction Investment Project Management Board said that, up to now, districts in Hanoi have recovered land and handed over 651.33/798.043 hectares (81.62%).

Regarding the selection of contractors for construction packages, the investor - Hanoi City Traffic Construction Investment Project Management Board has completed the selection of contractors for construction packages, project supervision consultants for the parallel road project and is organizing the preparation of construction drawings for approval and implementation of construction immediately after the project starts and has now met the conditions to start construction on the entire route.

Up to now, the districts have handed over the site to the Hanoi City Traffic Construction Investment Project Management Board, including the starting location for the contractor to organize the construction site from June 18, 2023, expected to be completed before June 20, 2023, and eligible to start construction on June 25, 2023.

Reporting at the meeting, representatives of the leaders of 7 districts where the Ring Road 4 project passes through said that, up to now, the site clearance work is exceeding the city's plan and all have shown high determination in the project implementation process.

Specifically, the Ring Road 4 - Capital Region project passing through Me Linh district has a total length of 11.2km and up to now, 99.2% of the agricultural area has been cleared.

Regarding resettlement land, Me Linh district has 458 households needing site clearance and the district has made plans to compensate and clear over 88% of the resettlement volume.

The resettlement area construction progress is on schedule. Me Linh district said it is determined to achieve the target set for the Ring Road 4 project and there are no problems in the implementation process.

Dan Phuong district has a 6.3km long Ring Road 4 project route and has completed 85% of site clearance. The district has committed to handing over 100% of site clearance by the end of the year.

Hoai Duc District informed that the Ring Road 4 route passes through 17.1km, and the site clearance rate has reached 84%. The district also expects the progress of the 2 resettlement areas that started construction in early and late July 2023 to be completed in 3-4 months and there are currently no difficulties or problems in the implementation process.

Ha Dong District said that the project has passed through 5.5km of the district, and the site clearance work has reached 84% so far. Thuong Tin District has reached 83.4% of the site clearance. Thanh Oai District has 9km of the project, and the site clearance work has reached 82%. The district is committed to clearing the site on schedule so that by early July, the bidding and construction of the resettlement area can be organized.

Strive to recover 100% of the area by 2023

Through the actual inspection and conclusion, Secretary of the Hanoi Party Committee Dinh Tien Dung acknowledged, commended and highly appreciated the sense of responsibility, the drastic participation of the entire political system and the support of the people.

According to the Secretary of the Hanoi Party Committee, recently, Hanoi City and the two provinces of Bac Ninh and Hung Yen have closely coordinated to implement the project as well as prepare for the project's commencement in June 2023.

Up to now, Hanoi has approved the project component 2, selected the contractor, so the construction will start as planned on June 25. The two provinces of Hung Yen and Bac Ninh, due to slower approval and not yet selected the contractor, will organize the groundbreaking on the same day.

It is expected that the Prime Minister will attend the groundbreaking ceremony of the project in Hanoi. Hanoi Radio and Television will coordinate with the television stations of Hung Yen and Bac Ninh provinces to broadcast live the groundbreaking ceremony of the Ring Road 4 - Capital Region project.

Regarding the groundbreaking ceremony, the City Party Secretary directed city, district and county agencies to continue to prepare carefully for a successful organization, in the spirit of ensuring the groundbreaking ceremony is organized synchronously at 4 locations, solemnly, economically, concisely, substantially, and avoiding formality.

“I would like to note that once the project has started, it must be done immediately, and once it has been started, it must be done continuously. The investor must require the contractor to fully prepare machinery and materials to organize the construction. All levels, sectors, each agency, unit and each comrade must consider the project implementation to ensure progress in accordance with the Resolution of the National Assembly and Resolution No. 15 of the Politburo, which is basically completed by 2026 and put into operation from 2027; consider this a political task; once determined, we must be even more determined to carry it out,” Mr. Dung stated.

The Head of the Steering Committee for the implementation of the Ring Road 4 project emphasized the significance and importance of the project and requested 7 districts, agencies and units to continue to do better in site clearance, strive to mobilize and persuade to create consensus so that no cases have to be forced; complete resettlement so that 100% of households can move to new places of residence and complete the recovery of 100% of the area in 2023 .
