
Khanh Hoa province has devoted a lot of resources to investing in developing transport infrastructure, but there are still many difficulties and limitations. Capital sources are scattered, planning quality is not high, there is a lack of connectivity, some zoning plans and detailed plans are slow to be implemented. Site clearance faces many obstacles, while investment procedures are still complicated.
Faced with that reality, the People's Committee of Khanh Hoa province directed departments, branches and localities to focus on studying incentive mechanisms, mobilizing maximum capital sources inside and outside the budget, promoting investment in the form of public-private partnerships. The province also focused on effectively using central budget capital and ODA capital; at the same time, speeding up the progress of establishing and approving the remaining plans, ensuring synchronization and connectivity between sectors. Strengthening inter-sectoral coordination aims to promptly remove difficulties in site clearance, helping infrastructure projects to be implemented on schedule, serving the socio -economic development goals of the province.
According to the Resolution 01-NQ/TU of Khanh Hoa Provincial Party Committee, the completion of traffic planning is identified as a key task, creating a foundation for inter-regional connectivity, promoting advantages in sea, industry and tourism . The province prioritizes investment in strategic traffic routes, including the North-South expressway, coastal routes and traffic systems connecting economic zones and industrial parks.
The Van Phong – Nha Trang, Nha Trang – Cam Lam and Cam Lam – Vinh Hao expressways are considered the backbone, connecting the coastal plain with the Central Highlands. The Van Phong – Cam Ranh coastal route forms a corridor for tourism, urban development and logistics services. In addition, key national and provincial highways are being reviewed and renovated to ensure the circulation of goods and production linkages between economic zones.
In the railway sector, the North-South high-speed railway is expected to pass through Khanh Hoa with transit points at Thap Cham, Dien Khanh and Ninh Hoa. This is an important opening direction to reduce the load on roads, creating conditions for connecting goods and passengers between industrial and coastal tourism centers.
At the same time, the seaport system is planned to expand in a multi-functional direction. Van Phong International Transit Port plays an important role as a gateway for trade, connecting the South Central and Central Highlands regions with the international maritime transport network. According to the Khanh Hoa Economic Zone and Industrial Zone Management Board, the traffic planning associated with Van Phong Port will help promote the effectiveness of industrial parks, urban areas and logistics services in the region.
According to Ms. Nguyen Thi Thu Ha - Head of Investment - Enterprise Department (Khanh Hoa Economic Zone and Industrial Park Management Board), Van Phong is a multi-sector economic zone, oriented to develop into a modern marine economic center, an international tourism and service urban area. The completion of transport infrastructure plays a decisive role, helping the economic zone promote the potential of deep-water ports, eco-tourism and logistics; at the same time, it is the foundation for implementing specific mechanisms and policies that the Politburo and the National Assembly have issued for Khanh Hoa.
Regarding aviation, in addition to Cam Ranh airport which is currently operating stably, the province is coordinating with central ministries and branches to research and propose adding Van Phong airport to the master plan of the national airport system. The airport is expected to be located in Van Thang area, Van Ninh commune, serving the economic development, tourism and logistics of the North Khanh Hoa region, while supporting the exploitation of the potential of Van Phong Economic Zone (North Khanh Hoa).
According to Decision No. 298/QD-TTg dated March 27, 2023 of the Prime Minister on Approval of the Adjustment of the Master Plan for the Construction of Van Phong Economic Zone, Khanh Hoa Province to 2040, with a vision to 2050, the orientation is to build Van Phong Economic Zone as a multi-sector, multi-sector economic zone with the role of a locomotive in attracting investment and a driving force for economic development for neighboring regions and the whole country. In which, the marine economy is the foundation with an international container transshipment port and logistics services, urban areas, services, tourism, and industry play an important role, combined with the development of other economic sectors.
Mr. Tran Minh Chien - Head of Khanh Hoa Economic Zone and Industrial Park Management Board said that synchronous infrastructure development is the key to attracting strategic investment in Van Phong. He emphasized that the Management Board is focusing on coordinating to complete zoning plans, supporting investors to remove obstacles in land, infrastructure and administrative procedures. At the same time, promoting domestic and foreign investment, focusing on priority industries such as seaports, clean energy, tourism and high-tech industry. When the traffic infrastructure connecting seaports, industrial parks and airports is completed, Van Phong will be qualified to become an attractive, international destination - Mr. Tran Minh Chien said.
Khanh Hoa today is different, no longer a mere coastal province but a new driving force of the Central Coast region. With its strategic position, strong resources and major resolutions supported by the Central Government, the province will have the conditions to break through, growing over 10% per year. Khanh Hoa aims for the goal of "Planning leads the way - Infrastructure opens the way - Linking creates momentum - Vision creates the future".
According to the development orientation for the period 2025 - 2030, Khanh Hoa focuses on forming a modern transport network, linking the Southern key economic region with the Central Highlands. Transport infrastructure is considered a breakthrough for the province to make a socio-economic breakthrough, expand urban space and develop new growth poles.
