Breakthrough in developing synchronous and modern transport infrastructure

Transport infrastructure is a key part of economic infrastructure, both the foundation for socio-economic development and a bridge for international integration. A modern and synchronous transport infrastructure system will become a powerful catalyst, promoting rapid economic development.

The draft documents submitted to the 14th National Party Congress identified one of the three strategic breakthroughs as continuing to synchronously improve and make strong breakthroughs in the construction of socio -economic infrastructure, including multi-modal transport infrastructure, which is an urgent practical requirement, in order to remove bottlenecks and create conditions for rapid breakthroughs in the process of socio-economic development.

Pillars of sustainable growth

In the process of national development, the task of developing infrastructure, especially transport infrastructure, has always been identified by the Party, the State and the people as the "blood vessels" of the economy, a bridge opening up new development space. This consistent ideology has been consistently affirmed in Party Congress documents, resolutions and conclusions of the Politburo and has been elevated to one of the three strategic breakthroughs in the 10-year Socio-Economic Development Strategy (2011-2020) and 2021-2030.

The Party Committee and the Standing Committee of the Party Committee of the Ministry of Construction have focused on comprehensive leadership and direction with a spirit of determination, creativity, innovation in thinking and concretization in strategies, specialized transport planning and the Medium-term Public Investment Plan for the 2021-2025 and 2026-2030 periods with the determination to successfully implement the Party and State's policies and strategies in developing transport infrastructure, promptly completing strategic, modern and safe transport works.

Looking back on the past development journey, in the context of many advantages, but also many difficulties and challenges, under the strong leadership and direction of the Central Committee, the National Assembly, the Government, the Government Party Committee, headed by General Secretary To Lam, the Construction sector has promoted good traditions, upheld the spirit of solidarity, determination to innovate, dynamism and creativity in performing political tasks and continued to affirm its pivotal role in the socio-economic development of the country.

The scale, speed and efficiency of investment have all been significantly improved, demonstrating a strong change in the thinking of developing transport infrastructure in a strategic, synchronous and sustainable direction. Many large-scale transport infrastructure projects of strategic significance for regional development and inter-regional connectivity have been completed 6 to 9 months earlier than the proposed schedule, demonstrating high determination and responsibility to the Party and Government in the process of developing infrastructure.

Highlights include: completing the target of 3,000km of expressway by the end of 2025; forming 2 international gateway ports, receiving the largest container ships in the world, Lach Huyen and Cai Mep; starting and completing phase 1 of Long Thanh International Airport; timely supplementing and adjusting the planning of airports to attract investment, especially Gia Binh International Airport, which has been invested in right in 2025; approving the investment policy of important national railway projects,...

In addition, the development of transport infrastructure still has limitations that need to be overcome soon, such as the risk of slow progress in some key projects, institutional problems in the transition to green transport, etc. The main reasons come from the fact that investment preparation and coordination between ministries, branches and localities are not really smooth, and there are many procedures; mobilized resources do not meet the demand, it is difficult to attract non-budgetary capital, mainly relying on the state budget, and there is not enough synchronization between transport modes. This is a huge obstacle in implementing the goals and tasks of developing a synchronous and modern transport infrastructure by 2030.

"Pioneering the Way" in the New Era

In the context of the country entering a new era with the aspiration for double-digit growth, along with the process of international economic integration, Vietnam participates in a series of bilateral and multilateral trade agreements, opening up new development space, while at the same time posing urgent requirements for strategic orientation for the development of appropriate, modern and synchronous transport infrastructure.

Based on the policies and orientations of the Party, the National Assembly and the Government, on the basis of the expected medium-term public investment capital allocation, the Party Committee of the Ministry of Construction has identified the key tasks for the 2026-2030 period as: Developing a synchronous, modern and smart infrastructure system; focusing central resources on strategic infrastructure and key projects; researching the formation of an Infrastructure Development Fund; basically forming a national infrastructure framework.

Along with that, invest in the eastern north-south expressway, some sections of the western north-south expressway, and important east-west road axis. Prioritize resources for developing gateway seaports combined with international transit; major airports; high-speed railway lines on the north-south axis, international connecting railway lines, etc.

International practice and experience show that the development of transport infrastructure can truly create a breakthrough when it is carefully prepared, resolutely organized and has the synchronous coordination of the political system. Therefore, to ensure the completion of the proposed tasks, contribute to the implementation of the three strategic breakthroughs affirmed in the draft documents submitted to the 14th National Party Congress, promote socio-economic development and restructure the economy, it requires the synchronous and resolute participation of the Ministry of Construction together with ministries, branches and localities to deploy a number of key tasks and solutions in the coming time.

Firstly, continue to innovate the work of law making and enforcement, meeting the requirements of national development in the new era in the spirit of Resolution No. 66-NQ/TW of the Politburo. Lead and direct the full, correct and timely institutionalization of the Party's policies and guidelines; review and develop a system of legal documents to ensure progress and quality in the direction of creating breakthrough mechanisms and policies to mobilize and effectively use domestic and foreign resources, resources from the private economic sector; minimize and simplify administrative procedures, unreasonable investment and business conditions, creating favorable conditions for people and businesses; proactively advise and propose to continue decentralization and strong delegation of power to localities in managing and exploiting infrastructure.

Second, continue to perfect national sectoral planning and specialized technical planning as a basis for management and direction of investment and development, ensuring efficiency and overall harmony among sectors. Prioritize resource allocation for key infrastructure, focusing on projects with spillover effects such as expressways, transit airports, high-speed railways, smart urban infrastructure and urban underground space development; flexibly combine public investment, loans and resources from land exploitation.

Prioritize resources for green construction projects, low-emission transportation, recycled materials, and efficient energy use; take advantage of opportunities from international initiatives and free trade agreements to attract investment in high technology and green technology to serve infrastructure development and urbanization according to the green economic model and sustainable development.

Third, propose mechanisms and policies to attract social investment, remove bottlenecks to improve the efficiency of public resource use and mobilize private capital in the spirit of Resolution No. 68-NQ/TW of the Politburo. Fourth, make breakthroughs in science and technology development, innovation, and national digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo. Develop highly qualified human resources, focusing on human resources in the fields of high-speed railways, urban railways; human resources applying digital technology, green technology, etc. Promote the development of smart cities and smart transportation. Develop means of transport according to a low-emission model, using green energy.

Fifth, promote international integration in the new situation in the spirit of Resolution No. 59-NQ/TW of the Politburo. Research and propose participation in regional transport infrastructure projects, contributing to the construction of a synchronous and effective transport network.

With the attention and drastic direction of the Party and State, the close coordination of ministries, branches, localities and the consensus and strong support of the people, the Construction sector is determined to promote the tradition of "going ahead to pave the way", successfully completing the responsibility of developing a synchronous, modern and smart transport infrastructure system, contributing to restructuring the economy, improving national competitiveness, successfully implementing three strategic breakthroughs, making Vietnam a developing country with modern industry and high average income by 2030.
