Ha Tinh with a vision to develop the North Central region and the whole country

Linking and cooperating in economic development is an objective requirement and an important task of each locality, of the whole region and the whole country under the leadership, direction and coordination of the Central Government. Ha Tinh, with a new mindset and vision, will firmly go fast and far, will strongly develop on the path of development and integration in the new era of the nation when going together and linking and cooperating with localities in the region, in the whole country and with friends and partners in the world.

Vung Ang is the destination of a series of national and international projects, creating a strong driving force for socio-economic development.

Within the scope of this article, which is aimed at the 20th Ha Tinh Provincial Party Congress, term 2025-2030, I would like to share my thoughts on Ha Tinh's economic development by domestic and foreign resources through the province's association and cooperation with localities in the North Central region and the whole country. To a certain extent, related international association and cooperation are also mentioned.

First of all, it can be affirmed that in the period of 2021-2025, although there are still difficulties and shortcomings, with its potential and advantages, Ha Tinh and other localities in the region have been more active and proactive, achieving remarkable results in implementing Resolution No. 26-NQ/TW of the Politburo and Resolution No. 168/NQ-CP of the Government on socio-economic development, ensuring national defense and security in the North Central and Central Coast regions until 2030, with a vision to 2045; Decision 376/QD-TTg in 2024 of the Prime Minister approving the Planning of the North Central and Central Coast regions for the period 2021-2030, with a vision to 2050; Decision 824/QD-TTg of the Prime Minister on the establishment of the Coordination Council for the North Central and Central Coast regions as well as the development cooperation mechanism of the three provinces of Thanh Hoa, Nghe An and Ha Tinh.

Recently, although Ha Tinh is not subject to the merger of provincial administrative units, the North Central and Central Coast regions have been rearranged and are now moving to a new development context. This raises the issue that Ha Tinh needs to be repositioned, redefining its mission and tasks in the process of linking and cooperating in economic development with localities in the region and the whole country with its potential, advantages as well as limitations and difficulties in aspects such as: position in the region after being adjusted; natural and cultural resources, Ha Tinh people; transportation system; economic scale, per capita income, budget revenue and scale of total social investment capital; economic corridors, dynamic economic centers and key economic projects; human resource development, business community... Especially, thoroughly grasping and imbuing the new resolutions of the Politburo and in the context of the 4.0 Industrial Revolution, the era of digital transformation, artificial intelligence (AI).

The provincial planning for the 2021-2030 period, with a vision to 2050, is adjusted in accordance with new resolutions of the Party, new legal regulations, national planning and the North Central Region Planning.

It can be said that, entering a new phase, a new era, with the gifts of nature, inheriting the achievements of our ancestors and generations of fathers and brothers, Ha Tinh has many valuable assets to "offer", to connect, cooperate in large-scale business with friends and partners in the region, in the whole country, even in the region and in the world. Besides those strengths, the limitations in development space, scale and potential of the economy further urge Ha Tinh to take advantage of the advantages and external forces from other localities in the region, in the whole country and internationally.

To continue to effectively link and cooperate in economic development in the coming period, the following specific and important tasks need to be focused on and implemented:

Firstly, adjusting the Provincial Planning for the period 2021-2030, with a vision to 2050 in accordance with new resolutions of the Party, new legal regulations, national planning and the adjusted North Central Regional Planning. It is known that at the end of the 2025 session, the National Assembly will amend the planning laws and related laws, then adjust the national and regional planning. The Ha Tinh Sustainable Development Consulting Group in Hanoi has contributed many opinions on the Provincial Planning that are still valuable today, and we hope the province will continue to consult.

Cau Treo International Border Gate plays an extremely important role in the socio-economic development of the province and is one of the eight key border gates in the country that is prioritized for investment and development resources.

Second, in the program, the specific action plan needs to have practical proposals on the form and coordination mechanism of Ha Tinh with localities to carry out 3 breakthroughs: institutions, infrastructure, human resources with regional and national linkages. Regarding institutions and mechanisms, it is necessary to propose diverse forms, fields, and scales of regional and sub-regional linkages. Along with the existing linkage and cooperation mechanism of the 3 provinces of Thanh Hoa - Nghe An - Ha Tinh, a linkage and cooperation mechanism should be formed for the 3 provinces of Nghe An - Ha Tinh - Quang Tri, including linkages of South Nghe An - North Ha Tinh and South Ha Tinh - North Quang Tri.

Implement the policy of strong decentralization and delegation of power according to the principle of "local decision, local action, local responsibility" but still within the framework of national institutions and a unified national economy, chaired and coordinated by the Central Government through the Regional Coordination Council. For issues, infrastructure projects, production and business projects that are under the authority of the province but have connections or have impacts and influences on other localities in the region and vice versa, the regional coordination mechanism should be applied for harmonious handling.

The implementation of central legal documents as well as the issuance and implementation of local legal documents need to overcome shortcomings. On the other hand, it is necessary to avoid the trend of "competition to the bottom" between localities by providing financial and land incentives to attract investment, resulting in the province not benefiting much from economic growth.

Third, continue to promote linkages and development cooperation in traditional areas with geographical and natural advantages such as tourism, marine economy, transportation, etc. At the same time, promptly promote linkages and development cooperation in new areas such as green economy, circular economy, digital economy, new economy and business models, innovation based on high-tech platforms and 4.0 technology.

Fourth, prioritize the development of key areas, projects and programs with regional, national and international connectivity, which are:

- Develop Vung Ang Economic Zone into an international seaport - urban - industrial - logistics economic zone, with Vung Ang - Son Duong port as an open international port (free port) as the core, connecting with Laos and possibly with Thailand via National Highway (QL) 12A and Cha Lo International Border Gate (Quang Tri). This is also a type of free trade zone but has a specialized and different character.

- Expand, upgrade, and determine the appropriate and specific role of Cau Treo International Border Gate Economic Zone associated with National Highway 8 in trade between Ha Tinh and other localities with Laos and Northeast Thailand when Nghe An has a highway to Thanh Thuy Border Gate Economic Zone, opening up greater potential in trade with the two neighboring countries.

- Developing an urban center - eco-tourism, culture - high technology on the banks of Lam River and the coast in the old Nghi Xuan district, symmetrical and connected with Vinh urban area and Cua Lo tourist area (Nghe An), taking advantage of traffic (near Vinh International Airport, existing railway station and high-speed railway station, National Highway 1, National Highway 8 and coastal National Highway, with seaport, waterway port) is the convergence point of 2 economic corridors of the province.

- Through major projects such as the North-South high-speed railway project, Formosa project, VSIP Industrial Park, Vingroup project... to link and cooperate with enterprises in the country and around the world. Ha Tinh is expected to have about 18-20 thousand enterprises by 2030. The business community of the province needs to be considered the core force and pioneer in the process of economic linkage through participation in production chains, distribution chains, and value chains with large domestic and foreign enterprises.

- Industries, universities, colleges, vocational schools and local enterprises need to link and cooperate with quality training centers of the region, the Central Government, as well as large economic corporations to implement programs and projects to train high-quality human resources for the province's economy.

- Ha Tinh also needs to have a form and mechanism to attract expert and financial resources from generations of compatriots outside the province, including abroad. It is possible to research and establish a financial fund/investment fund or issue bonds outside the province so that Ha Tinh people outside the province can participate in building symbolic works to serve the community such as hospitals, schools, cultural centers, etc.

- Regarding labor export, the province should innovate programs and plans to coordinate with central agencies and organizations in linking and cooperating with localities, organizations, enterprises, especially twin localities in other countries to continue to better organize and implement this activity, together with enterprises and families to monitor, manage, and support their children working abroad, considering this a potential source of highly skilled labor for the province.

Correctly identifying the potentials, advantages, limitations and difficulties in the new context, under the leadership and direction of the Central Committee, the 20th Provincial Party Congress, term 2025-2030, with new thinking and vision, will have important decisions to bring our Ha Tinh, along with localities in the region and the whole country, into a new stage of development, a new era of the nation.
