Ha Tinh: Overcoming difficulties to ensure socio-economic development, affirming new position and strength

In the 2020-2025 term, Ha Tinh province has faced many difficulties and challenges, such as the double impact of the COVID-19 pandemic, climate change, droughts, floods; complicated and unpredictable developments in the world and regional situation..., but thanks to clearly identifying opportunities, clearly recognizing difficulties and challenges, proactively and quickly adapting to the situation, under the leadership of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the drastic, unified and timely management of the Provincial People's Committee and the spirit of solidarity, courage, determination and creativity, the overall picture of socio -economic, national defense and security of Ha Tinh province has many improvements.

The economic growth rate reached an average of 6.4%/year, the economic scale increased 1.5 times (reaching 126,000 billion VND); budget revenue reached nearly 90,000 billion VND, an increase of 1.6 times compared to the previous term and the following year was higher than the previous year; total export turnover reached 11 billion USD (3 times higher than the previous period).

Ha Tinh province has researched, issued and implemented many new and breakthrough policies to increase investment attraction, develop enterprises, build new rural areas, civilized urban areas, administrative reform, digital transformation, and develop Ha Tinh culture and people in the new period.

Thanks to that, the results in the socio-economic fields are quite comprehensive, creating new position and strength for the next development stage.

The size of the economy increased 1.5 times

Firstly, the economic growth rate reaches an average of 6.4%/year, the economic scale increases 1.5 times (reaching 126,000 billion VND); budget revenue reaches nearly 90,000 billion VND, an increase of 1.6 times compared to the previous term and the following year is higher than the previous year (the first 6 months of 2025 reaches 11,000 billion VND); the economic structure shifts in the right direction, the proportion of agriculture is 13.6%, industry-construction 40.6%, services 45.8%; the total product in the province (GRDP) per capita reaches 94 million VND; the total export turnover reaches 11 billion USD (3 times higher than the previous period).

The industry has made a breakthrough in development, attracting investment with good results, with nearly 1,500 projects (including 1,400 domestic projects and 70 projects with foreign direct investment (FDI), total investment capital of more than 22 billion USD, contributing to job creation for workers, contributing to the state budget, and improving people's lives.

Second, the province's agricultural sector maintains a fairly high growth rate, reaching over 3%/year, with many key products affirming their brands in the market. Ecological agriculture and circular agriculture are given attention and direction.

The area of forest certified for sustainable management in the province is among the top in the country and is one of six localities piloting the transfer of greenhouse gas emission reduction results, earning 6.48 million USD.

The new rural construction program continues to go into depth and achieve many outstanding results. The province has completed the criteria for new rural construction according to the Prime Minister's Decision; production and business are given attention and are identified as the root to "improve the quality" of new rural areas; capital allocation, management and disbursement activities are timely and effective, preventing the occurrence of outstanding debts for new rural construction.

Third, the private economic sector has developed strongly, with nearly 6,500 newly established enterprises, an increase of 2.3 times compared to the previous period. Collective economy and foreign-invested economy continue to be promoted, contributing increasingly to growth.

Ha Tinh province is also one of the first two localities to have the Provincial Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister, creating an important basis to promote and attract investment.

Many strategic infrastructure projects, such as coastal roads, North-South expressways, East-West connecting routes, economic zone infrastructure, industrial parks... have been upgraded synchronously, creating a new look for development and promoting regional connectivity.

Fourth, the socio-cultural field has achieved many outstanding results. The work of preserving and promoting the value of tangible and intangible cultural heritage has received attention. As a locality honored by the United Nations Educational, Scientific and Cultural Organization (UNESCO) for many cultural heritages and cultural celebrities associated with Ha Tinh province, such as the great poet Nguyen Du, the famous physician Hai Thuong Lan Ong Le Huu Trac; many cultural heritages, such as ca tru, Vi and Giam folk songs of Nghe Tinh, Phuc Giang School Woodblocks, Hoang Hoa Su Trinh Do, and Han Nom documents of Truong Luu village.

The movement “All people unite to build a cultural life” associated with building new rural areas and civilized urban areas has spread widely. The quality of comprehensive education continues to be maintained: 88.28% of schools meet national standards; for many consecutive years, students have won medals at international Olympics.

Vocational training and job creation are focused on, the rate of trained workers reaches 80%, creating jobs for more than 23,000 people annually.

Healthcare has made many advances, the quality of medical examination and treatment from the province to the grassroots has been improved, along with policies to support poor households and those with difficulties in accessing medical services. Social security work has spread strongly, arousing the spirit of mutual love, philanthropists join hands to support the poor and disadvantaged.

The poverty rate has decreased to 1.9%; the work of eliminating temporary and dilapidated houses has been directed resolutely, bringing joy to tens of thousands of policy households and disadvantaged families.

Fifth, national defense and security, social order and safety are maintained. Attention is paid to building defense zones, the all-people national defense posture associated with the people's security posture, the all-people border defense; building a strong and comprehensive armed force, ready to fight in all situations. Political security, order and social safety are maintained; many major special cases have been dismantled, typical nationwide; crimes and social evils have decreased sharply.

International cooperation relations are increasingly deep and effective, contributing to promoting the image of Ha Tinh province as a dynamic, integrated, and culturally rich province. Proactively and effectively implementing international cooperation activities, creating a stable environment and attracting investment.

3 decisive strategic breakthroughs

In particular, during the 2020-2025 term, Ha Tinh province has focused on synchronously and drastically implementing 3 strategic breakthroughs and achieved many clear results, affirming a new step forward in the development process, specifically:

Firstly, breakthroughs in personnel work and apparatus organization. Many tasks have been seriously implemented, such as implementing the Provincial Party Committee's Resolution on building a cadre team under the management of the Provincial Party Committee Standing Committee; building policies to encourage the development of high-quality human resources; attracting and creating cadres from excellent graduates and young scientists. The provincial government always focuses on promoting innovation, streamlining the organization of the political system, operating effectively, efficiently and effectively; restructuring the team of cadres, civil servants and public employees according to job positions and competency frameworks, contributing to improving administrative efficiency and service quality for the people.

Second, a breakthrough in the arrangement of administrative units and administrative reform. Ha Tinh province has completed the arrangement of 209 communes, wards and towns into 69 new commune-level administrative units, ensuring progress and quality according to the requirements of the Central Government; the implementation process has been organized scientifically and effectively, creating high consensus among the people. At the same time, the province has focused on building e-government and digital government; the competitiveness of departments, branches and localities has been clearly improved, contributing to increasing transparency, accountability and improving the investment and business environment. Discipline and administrative discipline continue to be tightened, public ethics, spirit and attitude of serving the people of the staff and civil servants have many positive changes.

Third, a breakthrough in infrastructure development and attracting strategic investment. Ha Tinh has prioritized investment in developing infrastructure in the Vung Ang Economic Zone - the province's growth engine center. Attracting large-scale, dynamic projects into large-scale economic zones that have been started and completed, such as the Vung Ang II Thermal Power Plant (capacity 1,200 MW), LNG Power Plant, VSIP Industrial Park, Vinhomes Vung Ang, two battery factories, Vinfast electric car manufacturing with a capacity of 400,000 vehicles/year, etc., creating a new breakthrough in industrial-energy-service development, opening up long-term development space.

The province's achievements, especially in the three breakthroughs in the 2020-2025 term, are a solid foundation for Ha Tinh to identify strategic breakthroughs in the new term, thereby implementing them synchronously, focusing on key points to develop together with the whole country to become increasingly rich and happy.

On the basis of promoting potential, advantages and development space, grasping new situations, proactively overcoming difficulties and challenges; inheriting the results and lessons of the previous term and major orientations in the provincial planning, while at the same time linking with the implementation of new policies and resolutions of the Central Government, the government and people of Ha Tinh province focus on 3 strategic breakthrough orientations in the 2025-2030 term.

That is to promote digital transformation based on three pillars: building digital government, developing digital economy, promoting digital society and public administration to ensure effective service to people and businesses.

Focus on developing, attracting, training, and making use of high-quality human resources; building a team of cadres, especially grassroots cadres, with qualities, prestige, theoretical level, practical capacity, a spirit of decisive and effective action, daring to think, daring to do, daring to take responsibility, meeting development requirements in the new situation.

Develop synchronous and modern infrastructure, attract strategic investment projects, focusing on large-scale industrial zones and clusters, logistics, traffic connecting economic zones, industrial parks, tourism, border gates with the national transport system; infrastructure of high-speed railway station area (according to TOD model). Build and expand Vung Ang Economic Zone to become the industrial-energy-seaport-logistics center of the region and the whole country./.
