The Secretary of the Hai Duong Provincial Party Committee assessed that, in addition to the achieved results, there are still many shortcomings and limitations in 2024. Some departments, branches, sectors and localities have not regularly urged and taken drastic measures to resolve the situation of slow-progressing projects. A number of cadres and civil servants have not been decisive, timely, sensitive and thorough in implementation. At the same time, he suggested that delegates need to discuss thoroughly and completely overcome the limitations and shortcomings.

Hai Duong identified 2025 as the year of acceleration, breakthrough, reaching the finish line, striving to achieve the highest results in the goals and targets of the 5-year socio -economic development plan 2021 - 2025, becoming an industrial province in the modern direction. The conference focused on discussing 15 socio-economic development targets in 2025 and solutions. The province strives for a total product increase of over 10% in the area; domestic budget revenue to increase by 10% compared to the estimate; urbanization rate to reach 45% or more. Health insurance coverage rate compared to the population reaches 95%; the poverty rate at the end of the year is 0.43%.

In 2025, the province will focus on reviewing, establishing and adjusting urban and rural planning and technical and specialized planning in accordance with the provincial planning; submitting for appraisal and approval the Project to establish a Specialized Economic Zone of Hai Duong province. Along with that, Hai Duong will strongly improve the investment and business environment, focusing on the following areas: administrative reform, planning, investment, digital transformation, supporting investors, handling slow-progressing projects; focusing on completing a synchronous and modern infrastructure system, especially key traffic infrastructure projects, regional connectivity, digital infrastructure, smart cities, model new rural areas, etc.

Hai Duong focuses on solutions for human resource development, especially high-quality human resources; effectively implements social security work, preferential policies for people with revolutionary contributions, promotes private healthcare development and digital transformation in the healthcare sector. At the same time, strictly manages and effectively uses land, resources and protects the environment; focuses on thoroughly handling violations of land use for the wrong purpose, violations of construction regulations, road safety corridors, irrigation works, etc.

In 2025, the Central Government assigned Hai Duong a State budget revenue estimate of VND 27,580 billion, an increase of 40% compared to the 2024 estimate. To ensure budget revenue targets, the province will step up monitoring, inspection, and review of revenue sources, focus on handling backlog projects that have not yet been charged for land use fees, handle surplus assets, and quickly implement source-generating projects; and increase the attraction of development investment projects to have new revenue sources.

In 2024, despite being negatively affected by storm No. 3, with proactive and positive response and timely recovery, Hai Duong achieved many comprehensive results, expected to exceed and reach 13/15 main targets set. Specifically: Economic growth is high, estimated to increase by 10.2% (far exceeding the set target of increasing by over 9%). GRDP scale reached over 211,000 billion VND (1.13 times higher than in 2023), economic structure continued to shift in the right direction. State budget revenue is the highest ever, estimated at 28,813 billion VND (exceeding 46.7% of the estimate, up 28.5% compared to 2023).

The province has focused on completing the synchronous infrastructure system, especially key and important inter-regional transport projects. Urban infrastructure continues to be completed. Hai Duong focuses on and resolutely removes obstacles, speeds up project implementation and disburses investment capital.
