The Hai Phong education sector strictly prohibits taking advantage of the name of the Parents' Representative Committee of classes and schools to collect fees other than those specified in Circular 55/2011/TT-BGDDT of the Ministry of Education and Training.

Absolutely do not use the operating budget of the Parents' Representative Board for purposes such as protecting school facilities; ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning the school, rewarding school administrators, teachers, and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading, and constructing new school facilities.

The Department of Education and Training requests that no sponsorship be solicited from parents. The solicitation, reception, management and use of other sources of aid and sponsorship must comply with the regulations in Circular No. 16/2018/TT-BGDDT of the Ministry of Education and Training.

Schools must review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances. Extend and postpone the collection time, do not collect monthly and semester fees at once, and do not collect multiple fees at the same time.

For private educational institutions: strictly implement regulations on declaring service prices, publicizing and agreeing on tuition fees and other school fees with parents. Absolutely do not arbitrarily increase tuition fees and other fees.

At the same time, be proactive and responsible in implementing support and exemption policies for students in difficult circumstances.

After storm No. 3, about 2,687 classrooms in Hai Phong City had their roofs blown off, of which more than 1,000 required major repairs. The number of affected subject classrooms was 369, with nearly 100 requiring major repairs. Auxiliary structures such as parking lots, medical rooms, and restrooms were also severely damaged, with more than 700 structures unusable.

In addition, 220 learning support rooms (including computer and multi-purpose rooms) and 65 activity rooms such as kitchens and dining rooms are inoperable. Nearly 4,000 trees in schools were damaged and broken.

The school system and teaching equipment were severely damaged, causing disruption to teaching activities. The Department of Education and Training has proposed that the City People's Committee allocate funds to repair essential works, first of all, repairing classrooms to ensure teaching activities. At the same time, it requires functional forces to ensure traffic safety, supply electricity and water, and restore the communication system to ensure teaching conditions when students return to school.
